Introduction
Sometimes I am asked to help urgently leave the Russian Federation or the CIS due to problems related to economic, criminal and other matters.
The most common option: when people themselves, depending on the urgency, leave for one of the available countries and then ask for help immigrating to a country that does not have an extradition system.
In most cases, such people are offered to change their last name, first name and other data.
The main rule: you cannot bring the situation to a state where you have already been declared wanted, but you are still in the country. In this case, there are also options to leave the country, but this will depend on the availability of money.
Not all countries to which people want to immigrate will suit them. For example, if you are declared Federal wanted, then there is no guarantee that after the Federal wanted list you will not be declared International (Interpol is involved and the question of capture is only in time).
Therefore, you need to approach the choice of country very carefully!!!
There are countries that have an agreement with the Russian Federation on extradition if necessary. Such countries will not suit!!!
You will need countries from which the chance of being extradited will be minimal.
There is also the option of illegal extradition, when a person is taken out of the country by force and without the knowledge of the relevant authorities of the country in which he was.
In addition to entering such a country, a person will need to solve another of the most important problems - to obtain the right to legal residence in the country. If you are not a relative of an oligarch or have not taken out jewelry worth about 1,000,000 dollars from your country, then in this case the only correct option would be to request asylum.
BUT!
According to the laws of many countries, an asylum request must be made within the first few days after entering the country. Otherwise, the chance of obtaining refugee status is reduced to zero.
Advice: Try to get a certificate stating that you have no problems with law enforcement agencies (a certificate of no criminal record) before you are put on the Federal Wanted List. This certificate will be useful when obtaining citizenship and not only for this ...
Federal wanted list - what is it ?
Search activity is a series of events conducted on the territory of the Russian Federation, one of the main areas of work of the State Criminal Investigation Department of the Ministry of Internal Affairs of Russia, which includes the search for persons hiding from the investigative, inquiry, and judicial authorities, persons who have escaped from places of imprisonment, missing persons, including the identification and recognition of unknown corpses. A federal search is declared when all possibilities of a local search have been exhausted.
Timeframes for declaring a person on the federal wanted list
Missing persons are declared after 3 months from the start of a local search, and other citizens - after 6 months. The decision on this is made by the head of the internal affairs agencies if there are grounds to believe that the local search has not yielded results. About 100,000 people are declared federally wanted in Russia every year.
According to statistics, operational investigative agencies detain about 80% of persons who have been declared federally wanted. These include criminals and those accused of crimes of medium or minor gravity (the list can be found in the General Part of the Criminal Code). Very often, these persons are detained, delivered to investigators, inquiry officers or to court, where they sign a written undertaking not to leave. After this, the accused again "disappear" in the vast expanses of the Russian Federation and neighboring countries.
What to do?
They are again put on the Federal wanted list, as a result of which the same persons are wanted several times. Fortunately or unfortunately
, this is one of the unprotected aspects of the current legislation and established judicial practice.
Statistics say that the majority of wanted persons remain in Russia, hiding with relatives and close acquaintances. Now the search for criminals in neighboring countries is complicated by the Customs Union: from the Republic of Belarus and Kazakhstan, you can easily leave for a state with a visa-free regime.
The competence of law enforcement agencies in this case
The FSB, FSIN, drug control, customs, etc. - in general, all law enforcement agencies - search for criminals within their competence. The role of the police here is reduced to coordinating actions. In addition, ordinary citizens and volunteers support the federal search for criminals.
I. What to do if you are put on the Federal Wanted List ?
1. First and foremost - in the Russian Federation and the CIS approximately 90 - 95% of lawyers work for the State.
If after you have been put on the Federal wanted list you consult with your lawyer, then in this case you have no chance of not being caught! Refuse any contact with your lawyer!
2. The main rule - do not let the situation get to the point where you have already been put on the wanted list, but you are still in the country.
In this case, there are also options to leave the country, but it will cost a lot of money.
3. Keep your passports with a trusted person.
A very important point! If you feel that something is about to happen, then the first thing you need to do is hand over your passports (domestic and international) to a trusted person for safekeeping. If you are summoned to the investigator, your passports will be confiscated from you so that if something happens, you cannot "slip away". It is always more comfortable to "run away" with documents.
4. Get rid of all mobile phones and SIM cards.
Each mobile phone has an IMEI number, which can be easily tracked using mobile communication equipment. In modern realities, it is possible to determine the exact location with an error of up to 2-3 m and instantly detain you if there is such an order. You need to buy a phone from someone at one of the markets, and buy a new SIM card for it.
If there is at least one call on the new SIM card from the old phone, or from the new phone on the old SIM card, then their numbers will be connected, and you will be immediately identified.
5. Do not contact relatives and acquaintances.
Another way to catch is to work on your contacts - relatives, friends, good acquaintances, acquaintances of your acquaintances, etc. Therefore, you need to abruptly cut off all contacts!!! Including not calling, because the phones of your relatives or friends may be tapped, or they may not be tapped, but simply by monitoring incoming calls, you will be identified with your new SIM card and new phone.
Therefore, the first 3 months - NO CONTACTS, or contacts through special encrypted channels and SIP telephony.
Usually they look for wanted persons with the help of informers - operational sources. Most likely, one or more of your acquaintances and even relatives will turn out to be such informers.
6. Do not trust anyone! Limit your contacts to a minimum!
Even the closest relatives should not disclose your new place of residence and your plans for the future.
Investigators are not bad psychologists! Therefore, it costs them nothing to convince your parents, children, spouses that, "You will only be sentenced to a fine, in extreme cases - a suspended sentence, but if he (she) does not show up for an interview, then there will definitely be a real term and a long one." And your closest relatives, out of fear for you and NAIVE FAITH in the words of the investigator, will simply give you away.
As a rule, they search intensively only in the first month. They open a Search Case, and suspend the Criminal Case, set up ambushes at the place of residence and at the places of residence of the closest relatives. After a month, the activity of the investigation sharply decreases, and in 3 months your Search Case will already be gathering dust on the shelf next to the criminal one.
Here they will find you if you commit some drunken brawl and fall asleep at the scene of the brawl, or if you are still VERY STRONGLY ORDERED by very serious people. Therefore, it is difficult to survive only the first month.
7. Never hide with relatives.
It is better to immediately rent an apartment from newspaper ads. There is no point in going to relatives in the village, because:
1. It is easier to get lost in a large city than in a village. In the village, the local police officer knows everyone by sight and a new person will be immediately found;
2. It is through your family ties, it is with relatives in the village that they will look for you.
8. Never rent a room in a hostel or hotel.
You should not rent a room in a hostel because they ask for a passport when checking in, and since a hostel is the most criminal environment, it is the hostel commandant who informs on new guests to his local police officer every day. And then, based on the description, a capture group and other delights of the "law enforcement" system and prisons. The same applies to a hotel.
But the owner of a 1-room or 2-room apartment will not run to the local police officer to inform, because he himself does not pay taxes on the amount that you pay him for renting his apartment.
Advice: it is best to buy food for a week, or even two, and spend this entire time in the rented apartment without going outside. For the first month, leave the house as rarely as possible and only during the day, no later than 10 pm. After 10 pm, you can attract the attention of some random police patrol.
9. Don't use the metro.
You can't ride the metro, because the metro has introduced a computer recognition system for people wanted on video cameras.
You should behave quietly in a rented apartment, don't cause trouble, don't play loud music, so that your neighbors don't call the cops and you don't get caught. Be polite to your neighbors when you meet by chance, remember the movie: "Politeness is a thief's best weapon."
It is advisable to change your rented apartment every 2-3 months. For example, you can tell your landlords that you are here on a business trip for 2-3 months. And after that period of time, move to a new apartment.
You can get a low-paying job - a loader, a handyman, a salesperson at a tent. They won't check you there too much, because there are few people willing to do such work.
10. Avoid government agencies.
Naturally, you should avoid government agencies, because they have such delights as the military registration office and the first department, which will immediately expose you, because you will be in their database.
11. Do not use intercity trains and planes.
You should not use intercity trains, and especially - planes. At every railway ticket office, when selling a ticket, your passport data is checked. If you are wanted, you will immediately stand out in red on the cashier's monitor. According to the instructions, the cashier should not even pretend to be wanted, she should sell you a ticket and inform you on the computer that you, a wanted person, bought such and such a ticket for such and such a date and such and such a train, in such and such a car, in such and such a seat. When boarding, a patrol will already be waiting for you at the car. If you still decide to go by train, it is best to arrive just before the train departs, get into the tail car with a ticket, and walk through the train to your seat. The patrol won't go on this train, they have a lot of work to do at their place of service. Well, you didn't show up, you didn't get into your carriage - they'll write a report and that's it. Accordingly, before arriving at the place, it's better to go to another carriage.
Advice:
1. Firstly, if you still risked traveling by train no further than 500 - 600 km. If further, then, most likely, the rusty police car will still be able to turn around, and you will be arrested in your place, in the carriage.
2. Secondly, if there is no photo of you in the database. According to the descriptive features that the cops will make on you, as a rule, every second resident of Russia can be detained. Therefore, the cops do not detain those similar to those wanted by the features. But still, if there is a need to move, it is better to get there "on dogs", to travel by electric trains. Now you can get to almost any point in Russia by changing from electric train to electric train.
You can also hitchhike. But when hitchhiking, there is a greater risk that the car you are riding in will be stopped at a traffic police post, they will check not only the driver's documents, but also yours - and then detain you. This happens EXTREMELY RARELY on commuter trains.
II. You are on the Federal Wanted List. What to do ?
Be careful when using the Internet
If you use the Internet, you can be found through your unique IP address and IMAC address, which is individual.
How it happens:
1. They get your IP from the place where you visited a page, or when you send a letter;
2. If it is "abroad", they ask for legal assistance from the state where you are, and they are obliged to provide it, unless you are in one of the countries from which extradition is impossible if you "correctly made a request for asylum", but this will take at least 3 months, and this is bureaucracy and red tape;
3. You need to change the country at least two months after entry;
4. Do not write letters to your relatives and friends if you cannot change your IP address;
5. Do not use the same Internet cafe;
6. Do not use your laptop if you cannot change the IMAC address of your laptop and, of course, the IP address every time before entering the network;
7. Wash, shave, brush your teeth, dress in comfortable clothes, because they will come for you soon. Do not dry the crackers, they will not have time to dry.
You can use TOR or any other program based on TOR (By the way, the TOR system is also used by various intelligence services, in particular, Russia)
SMAC 2.7 - a program for changing your IMAC address, if you have Windows XP. If you have Windows 7 or 8, then use the program Win7 MAC Address Changer v1.9.5
ENCRYPTE ANY INFORMATION ON MEDIA !!!
About storing information on your media (flash cards, hard drives, laptops and notebooks, computers . . . ). During any search of your office, home, or during detention, the sleuths from the Ministry of Internal Affairs, the FSB and other agencies are primarily interested in the storage media. You can be sure - they will be confiscated from you immediately! Imagine if these storage media contain information about your bank accounts, correspondence in which your intentions are clearly traced (for example, to leave the country or buy new documents, etc.). If this information falls into the hands of the sleuths, then rest assured that the data will be used for its intended purpose, i.e. - against you. And, in the best case, you will lose what you have earned with sweat and blood, in the worst - freedom. Therefore, the main rule is to password-protect the entrance to the flash drive. The most successful program for restricting access to the flash drive is USB Secure . But it is better not to store information that compromises you on the storage media. In extreme cases, such information should be encrypted. The best encryption program that allows you to save information is the Kremlin program.. But don't be too fooled by the security. All encryption software released on the market must have an algorithm for bypassing protection. These are the so-called Back Door for special services. So don't count on complete secrecy. But! It's not that bad. The special services of the country in which this program was written have this ability. So feel free to use it. The FSB's capabilities are not enough to crack the algorithm of this encryption program called Kremlin .
How to protect yourself from hacking?
With the widespread use of computers and the emergence of an increasing number of Internet users, one big problem has emerged - hacking of computers and accounts on all sorts of resources. For an ordinary user, these actions do not cause much trouble, at most - an unpleasant aftertaste in the soul. But for those who store important information on their computer, hacking can cause a serious blow. In this regard, it is necessary to protect your computer from intruders as carefully as possible. But don't be fooled - if a real professional sets a goal to gain access to your PC - he will do it.
How to protect yourself from hacking?
1. Install an antivirus. This program should not be neglected under any circumstances. About 90% of Internet viruses can be stopped by an average antivirus program.
2. Install a firewall. Even if the antivirus software includes a firewall function, be sure to install an additional program. They perform the function of preventing unwanted connections much better than an antivirus firewall.
3. Close general access to all files and folders on your computer. This must be done for all local drives, including USB drives. Remember that even 1 file to which general access is allowed is an excellent assistant to intruders. Pay special attention to network printers and similar devices.
4. Do not use easy passwords. Always set passwords containing both numbers and letters of different registers. Use different passwords for different e-mail boxes.
5. The golden rule of all PC users is to never use an administrator account to access the Internet. Create an additional account with minimal capabilities and use it.
The Delete command never deletes information completely . Always remember that all the data that you delete using the Delete command is never deleted completely and any more or less savvy amateur (or non-amateur) will be able to extract this information you deleted and then you will again lose, at best, money, at worst - see above. By the way, the Kremlin program can help you completely and without a trace delete the information that is not intended for strangers.
Do not store your correspondence and other data on your mail server!
Never store your correspondence and other data on your mail server! Read the letter further or save it on your storage device (flash card, hard drive, etc.) and immediately delete it (including deleting it from the trash)!
There is only one reason - your mailbox is the most unreliable place to store any information. Any more or less "serious" service like the FSB can CLIMB into your mailbox almost instantly. Anyone who is not too lazy can read your letters. And those who read them absolutely do not care about the law on the protection of intellectual property and all sorts of similar crap that our deputies create in the form of laws.
Hack your mailbox? No problem! Allegedly everything is done with good intentions in order to prevent, etc., etc. The relevant services put MONEY first, which they might be able to get by reading your personal information. And only in second place is possible information about any terrorist attacks, etc. In first place is GREED, then everything else. In addition to hacking your mailbox password, the relevant services are great at introducing all sorts of spies, worms, etc. into your computer, which will be great at snitching on you. Hence, keep an eye on your computer, cleaning it daily from various viruses. Remember - your antivirus will never cope alone with the flow of all sorts of junk that will fly into your computer every time you visit the Internet. The basic NOD32 antivirus + SpyHunter Security Suite will work great together and will modestly and daily lick your computer from various spies, worms, trojans, etc., etc.
Use a Firewall.
Any hacker attack on your computer - and you will lose everything!
Agnitum Outpost Firewall Pro or Comodo are the best of similar programs.
Never create mailboxes on Russian mail servers!
Never create mailboxes on Russian mail servers mail.ru, yandex.ru, list.ru, rambler.ru , etc.!
The corresponding services always have unlimited and direct access to the databases of mail servers located in the ru zone. If you still need an e-mail address, then the safest option is a mailbox on gmail.com, hotmail.com, yahoo.com . . .
Never register on social networks such as znakomstva.ru, odnoklassniki.ru, rabota.ru, etc.
These databases are always used by the corresponding services of the FSB, CIA, MASAD, etc. Only a true idiot can scatter his data across social networks with his photos, photos of his family . . .
FSB officers may extradite you illegally!!!
Recently there was a case when FSB officers illegally tried to extradite from one exotic country. They managed to confiscate the laptop, but during transit in one of the countries he was able to deceive the "drunk" FSB officers and safely, waving his hand, "made a run for it" . . .
If you are still extradited.
In case you are still extradited and the extradition takes place through one of the transit halls in Europe, then not all is lost. Try to attract (attract the attention of) the employees of the airport transit hall by any means.
Your task is to do everything possible to ensure that the airport employees understand that you are asking for asylum. In this case, the "guys" who will extradite you will be left "without a nose", without shoulder straps and without work . . . But you need to shout about asylum very competently. Competently - this is when you know that "your people" will help you apply for asylum ... In all other cases, asking for asylum is useless . . .
About the Storm (Russia) and Echelon (USA) systems.
There are known systems for intercepting any electronic information, including listening in (recording) of any conversations. As a rule, at least 90% of this information is intercepted by the Storm (Russia) and Echelon (USA) systems.
Do not use banks and ATMs.
Do not use ATMs, banks, because every time you visit an ATM or bank, a record is made of all visitors.
Similarly, for the same reason, do not go near the embassies of any countries, not only in your country, but also in any other abroad.
Before you are put on the Federal Wanted List, think about how to safely withdraw your hard-earned money from state or private banks.
Immediately after you are put on the Federal Wanted List, your accounts will be blocked - do not even doubt it.
No one should know about your further intentions (for example, to leave the country)!
Even the closest people to you.
Do not search for documents on the Internet if you do not know where to look)))
Quite often, after being put on the Federal wanted list, many begin to look for new documents under a different name. . . The idea, of course, is good. BUT!
Do not search for documents on the Internet under any circumstances. Most of the offers that you can find on the Internet for the sale of documents have long been controlled by the relevant authorities (often created by these very authorities only in order to identify those who need such documents, which means that the one who is looking for documents is most likely on the Federal wanted list).
If you have not decided on the option of buying documents, then look for a person similar to you and agree that he will "leak" his foreign passport to you. . .
If your Criminal Case is not resolved in 3 - 6 months, then you need to prepare for emigration by requesting asylum.
Never relax!
You are lucky and you have successfully overcome all the obstacles that have appeared as a result of your announcement on the Federal Wanted List, already smoking Hawaiian Cigars with marijuana, basking on the beaches somewhere in Columbia (Thailand, Mongolia, Kyrgyzstan, etc., etc.). Do not rush to relax! Now comes the most interesting period in your misadventures. The nervous stress received over the last weeks of your life in Russia (Uzbekistan, Turkmenistan ...) has overshadowed your mind with seeming freedom, Hawaiian Cigars and available women. This is all, of course, wonderful.
But!
You have taken only the first step towards solving your problems. And it is at this moment of relaxation that you will make a bunch of mistakes that you have already warned about, plus you will make many other mistakes that you should never make.
Do not look for contacts with Russian-speaking citizens.
You cannot seek contacts with Russian speakers living in the country you are currently in. The reason is banal: Russian speakers living in the country you have found yourself in due to your problems will most often create new and much more serious problems for you due to the fact that many of them have long been snitching on the security services of the countries in which they live, snitching on the relevant services of Russia, Ecuador , the CIA , and sometimes on all services at once. Stay away from Russian-speaking blood brothers. Never, under any circumstances, approach the embassy of your country within cannon shot.
Quite often, embassy employees carry out surveillance of their fellow citizens through the Orthodox Church... gathering Russian speakers living in a given country for various religious holidays.
Alas!
The Church, neither in the USSR nor in Russia, has never been separated from the state, carrying out surveillance and telling about the confessions of its parishioners... I don't believe in all this, and YOU?
Why after all through an asylum request?
By requesting asylum you entrust your protection to the state from which you have requested asylum. In this case, this state will be responsible for you. If you suddenly, due to your ignorance, decide to act through economic immigration, then in this case your safety will be so illusory that it is better to immediately return home and surrender to the authorities, receiving a shorter term for voluntary surrender than in the case if you are extradited "voluntarily" or with the permission of the authorities of those countries in which you decided to invest your money . . .
Always remember, NOT every country can become a country for your asylum request.
There are countries (all of Europe . . . ) that have an agreement with your country, in which you have been declared on the Federal or International wanted list, on extradition! First of all,
you need to ask for asylum - "CORRECTLY",
secondly - you need to ask for asylum in the country from which you cannot be extradited!
Well, thirdly - do not do it yourself.
What cannot be done if you are on the Federal or International Wanted List?
1. You cannot immigrate through marriage!
2. You cannot immigrate through economic immigration!
3. You cannot immigrate through an asylum request on your own!
The reason is trivial. In the first two cases, you do not receive protection and you will have to contact the embassy of the country that has declared you wanted. For example, to change your passport, etc. The consequences of such an appeal are quite predictable. In addition, in the case of an asylum request from your country of residence or, even worse, in the case of your subsequent declaration on the International Wanted List, you will be extradited almost immediately.
According to the European Convention on Extradition, signed, among others, by Russia, the extradition of persons accused of political crimes is not allowed.
The state must refuse to extradite those persons who request and receive refugee status.
And finally, no country should return a citizen to another country if there is reason to believe that human rights are being violated in that country and the accused may be at risk of torture.
The inviolability of any person applying for asylum must be guaranteed by the country in which he is located. If this country allows his extradition to the country of origin in violation of procedures, the state may be subject to sanctions for gross violation of international norms.
Unfortunately, not all countries in the world that have signed the Geneva Convention adhere to these norms and most often extradite refugees upon request.
One of the main mistakes is an independent request for asylum and, as a result, legal or illegal extradition.
Do not make mistakes ...
The nonsense that you will talk during the immigration interview in the case of an independent request for asylum will not give you any chance of obtaining refugee status, and therefore the protection of the country.
All of the above programs are purely advisory in nature and cannot guarantee 100% safety.
III. You are on the Federal Wanted List. You are being pursued
...
Anyone can be put on the wanted list.
It is not necessary to break the law to be put on the federal or international wanted list. The venality of the Ministry of Internal Affairs and the FSB and similar services in the CIS countries is well known. Everything is done in an elementary way and for money. It's simple - you pay - the relevant structures put the right person on the wanted list. Everything depends on the amount you pay.
Stalking has its own rules , since it is initially built on the fact that the victim must run from their own fear, and the pursuer must either create a hidden threat and suppress the victim with a sense of unclear danger, or follow on their heels, breathe down their neck and force the victim to surrender by maintaining a close, immediate danger for a long time.
There are two types of stalking - pursuit and systematic stalking .
Systemic pursuit, as a rule, is carried out in three stages - covert systemic surveillance (invisible systemic study of a potential victim), covert systemic threat (creation of a conditioned systemic danger, an aggressive environment for the victim) and open systemic pursuit (lawlessness or persecution).
Pursuit is a frequent element of all detective, military and spy thrillers - it is often an open pursuit, where the pursuer is usually known, and he uses a regular weapon or regular improvised means to detect the fugitive. Although here too there are masters of their craft: both in pursuit and in evading pursuit. The art of pursuit is the art of a tracker, and the art of evading pursuit is the art of confusing tracks.
Systemic pursuit is built differently - it works with the entire system of life of the potential victim, with the system of her way of life, the system of her resources, her social environment. Systemic persecution aims to destroy the victim's way of life, to make the environment of its existence aggressive, resistant, uninfluenceable, dangerous, hostile, unbearable. Systemic persecution can be justified from the point of view of its fair application only in a situation of strategic combat, when two parties (the hunter and the victim) have a commensurate potential of resources and mutually persecute each other by means available to them.
What is the purpose of systemic persecution?
The main purpose of systematic stalking is to force the victim to abandon their original intentions, which pose a danger to the customer of the stalking or the stalker themselves. The means of achieving this is psychological pressure (pressure), which should create a feeling of increasing fear, hopelessness and despair in the victim. To do this, they destroy the victim's usual way of life, deprive or limit her resources, destroy her business, intimidate her family, loved ones, friends, acquaintances, create obstacles in communicating with people by compromising her in front of these people, organize a series of commissioned negative articles in the press, blackmail with the collected dirt, fabricate a criminal case against her, force her to leave the city (country) or, ultimately, eliminate her physically.
Covering up the stalking
The second purpose of systematic stalking is to cover up the stalking, to achieve its secrecy. By preventing the victim from discovering the source of systematic persecution, the stalker aims, firstly, to deprive the victim of the opportunity to expose the persecution, and secondly, to create an additional sense of fear at the stage of hidden systemic threat due to the situation of uncertainty of the source of the threat. When the confrontation between the stalker and the victim escalates to the extreme or the stalker for one reason or another does not consider it necessary to hide, systemic persecution moves to the third phase - open systemic persecution or harassment. Sometimes, if the stalker feels his impunity, he may not even try to carry out systemic persecution covertly.
How is hidden systemic study (surveillance) carried out? First of all, the lifestyle of the potential victim and her personality are subjected to a thorough study by collecting information about her life, eavesdropping on her conversations (at home, at work, at meetings, on the phone), external surveillance. With the help of these measures, they try to find out the following:
1) What does a person want in this life (his main motives for life and priorities);
2) What a person likes (his incentives, habits, preferences, tactical motives);
3) What (whom) he values (his attachments, the threat of losing which can be the most hurtful);
4) What he is afraid of (fears);
5) Advantages and disadvantages (virtues and vices, weaknesses);
6) Type of intelligence (how he thinks, how smart he is, can he predict the situation, how mobile his consciousness is);
7) Survivability, adaptability, endurance, will;
8) Predictability in critical situations (ability for spontaneous actions or improvisation, adventurism, risk-taking, heroism);
9) Intuition, luck;
10) A person's sphere of activity - his connections, his past, especially in terms of compromising episodes (compromising evidence).
Special attention is paid to studying the methods of decision-making by the person being studied. Knowing what a person eats for breakfast allows one to understand the methods of stable decision-making in the presence of experience. Knowing examples of decision-making in critical situations of his life (examples of successful actions) allows one to draw a conclusion about the mobility of consciousness and adaptation to a changing situation. Knowing the failures that a person has suffered, the obstacles that he has not overcome, the vices and shortcomings allows one to play on the dark side of his personality. The purpose of such a study of a person is to find his weaknesses, a blow to which can most effectively force him to act in the direction needed by the pursuer or to abandon the original intentions that threaten the pursuer.
The sphere of activity of the potential victim is studied in a special way. From the point of view of the tasks of the next stage (systemic threat), the pursuer must find out the areas of life (lifestyle) that are systemically important for the victim, her main resources, reserves, connections (by conducting the so-called network control, when over a sufficiently long period of time it is recorded with whom a person meets, talks, calls). Let us emphasize that the stalker finds out the basis of the victim's life system in order to destroy, first of all, the systemic nature of her life, to force the victim to spend time on restoring each piece of the collapsed system of her way of life.
After the systemic study, operational measures are developed. After the systemic study, operational measures are developed, including setting tasks for different services, an operational group and a center for conducting general coordination of stalking at the stage of a hidden systemic threat are created. As a rule, in a situation of a systemic threat, a person is already under surveillance (external surveillance), his house and phones are clearly bugged, information about the questions of his environment begins to reach him, problems appear in his life. But the most important thing for the stage of a hidden systemic threat is that the victim must understand why this is happening to her, what the systemic stalking is connected with. Thus, a systemic threat is a conditional threat: if the victim herself does not guess why she is being systemically threatened, she is hinted about it. The stage of systemic threat is associated with psychological pressure on the victim, which is conditioned by some condition of the persecutor (to abandon the intentions that threaten the persecutor or the current activity of the persecuted).
It is difficult to draw a clear line between a hidden systemic threat and outright bullying if the persecutor remains beyond the victim's reach. The main characteristics of the systemic threat stage are as the victim's intransigence increases, the moral limit of what is acceptable towards her is gradually lowered to the point where they no longer hesitate to use any means, where any methods are used to achieve the goal.
The next stage of systemic persecution: bullying is a form of harsh systemic persecution (to kill), when the victim is deprived of all means of subsistence, their way of life is completely destroyed, they are deprived of their job, place of residence, their environment is mortally intimidated, they are expelled from the city (country) or threatened with reprisals.
It remains to recall the right to persecution, the idea of which was outlined at the very beginning. Those who regard the moral factor as something that can be ignored, or as an annoying limitation that forces them to hide their evil intentions more carefully, will be surprised by the action of the principle of supreme justice, which is idealistic in its nature, but has a completely rational explanation. In this case, the feeling of the injustice of persecution (its undeservedness, the initial inequality of conditions, the excess of resources involved, the violation of the concluded agreement by the persecutor) give rise to protest and give the persecuted incredible strength to resist.
IV. You are on the Federal Wanted List. Counteraction
How to Counter Stalking
Even if you are paranoid, it does not mean that you are not being watched People who are subjected to systemic persecution in conditions where their powers and the powers of the persecutor are initially unequal deserve respect and always need support and help. So if you meet a person in your life who claims that he is subjected to systemic persecution, who cannot even prove it, do not consider him crazy. We live in such a time and such a place that this cannot be impossible. Of course, this does not mean that we should all become paranoid, but caution never hurts. If you are involved in big business, politics, or services in an area affecting influential people, study the literature on security, regardless of whether you have a security service or not. If it has not happened to you, it does not mean that it will not happen. There is an old saying that is common in countries with well-developed intelligence services - even if you are paranoid, it does not mean that you are not being watched. There is a simple way to distinguish between persecution mania or paranoia and persecution itself - the presence of recorded facts of surveillance, wiretapping, questioning and a recorded connection of different events in your life according to a stable pattern (your unwanted step - the stalker's threatening step).
How can you understand that you are being persecuted Imagine, God forbid, of course, that unpleasant events begin to happen in your life: failures at work, problems at home, for some reason there are difficulties in communicating with friends and acquaintances, your loved ones have problems that stress you out, your life falls apart - that is, problems increase like an avalanche (faster than you have time to solve them), and the source of these problems is unclear. At best, your friends will hint to you that they were asked or forced to do something that causes you inconvenience. It is quite possible that if you are dealing with people for whom you can pose a real danger, and these people have a large reserve of resources, you are dealing with covert systemic persecution. The goal of covert systemic persecution is not just to create a systemic danger and force you to spend a lot of effort, resources and time to eliminate the difficulties that have arisen, but to intimidate you, to instill fear in you, to force you to act under the dictation of the persecutor. Therefore, the best means of counteracting systemic persecution is to maintain your presence of mind and courage. The most important decision you must make is who you are in this case - a victim or a persecuted person who will fight the persecutors.
It is necessary to detect persecution as early as possibleThe most effective way to counteract systemic persecution is when it is discovered by the persecuted at the stage of covert systemic study (observation). If you have discovered that you are being followed, wiretapped, materials are being studied, your circle of friends is being questioned about you, etc. - report this to the appropriate authorities and make a public statement about it. Very often, this does not help. In this case, you will have to fight the persecution yourself. If you are sure that covert systemic surveillance (study) is taking place, you will have to become paranoid for a while. Systemic persecution is amenable to positional analysis, investigation, and actual recording of episodes of persecution (surveillance, wiretapping, questioning). The main direction of investigation and analysis of systemic persecution is to find a connection between the events happening to you, an attempt to understand how deeply the "system" is tracking you and how it reacts to your actions. The "system" acts totally, so suspect connections even where they are not visible at first glance.
Who ordered the persecution, who is behind it? And most importantly, even at the stage of systemic study, try to find out who ordered it, who is behind it. Detecting the stalker will make your life easier at the stage of a hidden systemic threat: firstly, you will not suffer from the unknown source of the threat (that is, the threat will not be hidden), and secondly, you will know in advance the conditions (reason) for the systemic persecution, which means you will be able to mask your further actions, publicly exposing the stalkers. One of the ways to analyze the stalker is his resource analysis. Try to understand who has the resources, the use of which you discovered in the process of persecution; to what extent these resources are excessive for the purposes in relation to you. As a rule, excess resources indicate the cowardice of your stalkers, that when they launched a huge machine of systemic persecution, they did not think that they would be in the public eye. And this can be your trump card in counteracting the persecution.
Try to understand. Why are you being stalked?
If you have figured out who the stalker is, try to understand why he does it, what motivates him, what he wants to tell you by stalking you. Try to draw his psychological portrait, feel, understand his actions, understand what he is afraid of. From the point of view of the moral factor, stalkers are divided into gentlemen, cowardly villains and outlaws. You can come to an agreement with gentlemen, cowardly villains can be publicly debunked from the point of view of the excuses they have come up with or ways to hide their actions, and outlaws can find an ally from their midst who will help the persecuted (as a rule, in an environment where there is outrage, there are people interested in maintaining the status quo, for whom outlaws also pose a threat).
Counteraction at the stage of covert pursuit
In case of systemic persecution at the stage of covert systemic surveillance, the following countermeasures are possible for the persecuted. Assess the desirability of making a public statement about the established facts of systemic persecution (speak only when you have evidence). Regularly check your home, office for bugging, regularly check for surveillance (recorded facts can become evidence for their public presentation). Do not talk in conversations about the available evidence or about the intentions to disclose it, unless you are sure that you are not being bugged. Do not talk with anyone about your intentions for any actions to counter the persecution, communicate imaginary plausible motives for your actions. Make appointments without directly indicating the name of the meeting place, use indirect instructions. Change all codes, ciphers, passwords, in case of emergency, change your place of residence, without telling anyone the address and carefully checking for surveillance, going to the place of temporary residence.
The worldview of the persecuted differs significantly from the worldview of ordinary people, so do not try to convince ordinary people of what is happening to you, they most likely will not believe you and will actively try to calm you down or "treat" you. And if they believe you, they will become wary of you and try to limit their communication with you. Motivate your actions for them with natural causes, hinting at a possible source of troubles, but nothing more. In addition, random people can simply be set up as agents of influence of the persecutor.
You will have to act in a crisis
If you failed to detect systemic persecution at the stage of systemic observation (study), then at the stage of hidden systemic threat you will have to act in a crisis, because your life will fall apart. This is not a metaphor - a systemic threat means that in your way of life, first of all, its well-established systemic character will be destroyed, you will be forced to spend time restoring each part of your life separately, gradually crushing it and forcing you to spend time on more and more minor problems. Systemic persecution requires systemic counteraction. You will have to act systematically in a crisis situation. Systemic crisis management differs from both simple systemic management and simple crisis management. The point is that you need to not only identify priority areas of your life and discard everything inanimate to ensure the survival of the system, as they did during a crisis in the previous situation (but you are in a situation of persecution), but also quickly transform your entire life system into a system of counteracting persecution.
On more stringent measures
In addition to the countermeasures that were proposed above at the systemic study stage, at the systemic threat stage, you can use more stringent countermeasures. If at the systemic observation stage you could systematically defend yourself, then at the systemic threat stage, after the threat is announced (which would be good to document), you can begin an attack, that is, use means of actively countering systemic persecution. The main thing is to maintain your presence of mind and courage, decide for yourself what the point of countering systemic persecution is, what you want.
Transform a hidden threat into an open one
Transform a hidden threat into an open one - force your persecutors to act in front of witnesses, at least from your circle. Explain to your friends and family the reason and nature of hidden systemic persecution, in this case they will have to make their choice, but whatever they prefer, respect their choice. Do not give a reason to actually accuse you of anything, do not act in the same way as your persecutors, remember, at a minimum, that you are in plain sight and have an unusually low immunity against law enforcement officers. The moral factor should be on your side: it will allow you to gain the support of strangers and strangers. Do not agree to a compromise or reconciliation with your persecutors if you do not trust them at least a little. Do not enter into any negotiations or bargaining with your persecutors until the original status quo is returned to you. Try to attract as many people as possible who are privy to what is happening, your potential supporters. Remember the old prison rules: do not trust anyone or anything, do not be afraid of anyone, do not ask anyone for anything. In relation to your persecutors, use the tactic of openly exposing their actions: if possible, publicly declare that you are not going to commit suicide, you feel great and follow the traffic rules (try to actually live up to what you have declared). You can try to provoke the "system" to reveal yourself by presenting it with imaginary incriminating evidence or another imaginary object important to the "system" - observe where the control of events will come from, document it.
In a situation of bullying (lawlessness), there is a direct threat to your life
If your counteraction at the systemic threat stage is unsuccessful, the "system" will most likely go on the counterattack. In a situation of bullying (lawlessness), there is an immediate threat to your life. Therefore, you will have to evade persecution radically. Here you need to know the following. All friends, relatives and acquaintances are in the field of view of the "system", they are monitored according to the principle of network control. All calls are tapped, all meetings are monitored, you are monitored around the clock. It is necessary to change your location and residence as often as possible. If possible, you need to change your appearance, give up your mobile phone (use only pay phones), give up using a credit card, withdrawing a sufficient amount of cash from it and hiding it in a secret place. In case of extreme danger, you need to leave the city (country) as quickly as possible if you know that very influential people are behind the persecution, who will stop at nothing. Documents, records and other evidence on those behind the stalking should be hidden in a safe but easily described place (remember: the threat of exposure is stronger than exposure). If you have information compromising the stalkers in electronic form, then this file can be encrypted and placed on the Internet on any server open for storing your information (putting a hitch to make it public if something happens to you). Think of other guarantees and insurance in case everything goes wrong and you have to bargain for your life or the lives of your loved ones.
I sincerely hope that you do not need all this...
V. You are on the Federal Wanted List.
Immigration and other
In the case of a Federal Search or a threat of being placed on the Federal Search, Thailand can only be considered as a country to which you managed (were able) to fly while the border was not yet closed for you. This is the main reason for entering Thailand. Then work with us in Thailand or in the country to which you managed to fly, and then fly from Thailand to another country to obtain protection. The time spent in Thailand or in another country in which you find yourself should be minimal! Preferably no more than a month. Otherwise, obtaining protection may be complicated. Thailand is not a country in which it is possible to obtain protection and from which extradition is impossible.
The mistake of many who, having flown, for example, to Thailand, lose the sense of danger, and live thinking that now and in the future they will be safe and it will be impossible to extradite them.
The situation is as follows. Between Thailand and, for example, Russia, there is an agreement on the extradition of criminals without a mandatory procedure. There is a corresponding speech by the Minister of the Ministry of Internal Affairs of Russia. In particular, in this way there was an attempt to extradite the Russian deputy Dmitry G. . . True, the extradition failed, because D.G. was able to "escape" in the transit hall of one of the countries through which he was transiting, from the employees of the Russian authorities who carried out the extradition . . . But this does not mean that you will be able to "escape" in the same way. The next point. There are quite a lot of Russians (and not only) in Thailand, who are happy to "hand over" new arrivals for 500 - 1000 baht. There are Russians in Thailand - Interpol employees, mired in corruption, who also monitor Russians who have arrived in Thailand. They monitor not only for the purpose of profit ...
Well, and the most unpleasant moment is your documents. There is a validity period for a passport (a passport is valid until such and such a year, etc.). That is, with every day you live in Thailand or another country, you get closer to the moment when your passport will become invalid. And then you are a homeless person until you have a run-in with the police. Then solitary confinement until your identity is established, information about you is transferred to the embassy of your country, and then extradition. Do you like this ending? Another point about the documents that everyone who is on the Federal Wanted List or who may be declared on the Federal Wanted List should remember. What can happen to you if, for example, you lose your passport or, God forbid, it is stolen from you? ...
Regarding the purchase of passports - I do not advise doing this. There are several reasons. The first and main one is that the "sale" of passports on the Internet is carried out by those who are also engaged in the search for those on the Federal or International Wanted List. Well, the rest of the sellers of passports are a regular scam.
Real passports are also made. The cost in the Russian Federation was from 12,000 thousand dollars. But this is a complex and rather long and unsafe process. With all possible options, you will lose quite a lot of money.
Where do Russians, Ukrainians, Belarusians "flee"...
Russians. The most "fleeing" country is Russia. Almost all layers of the population are fleeing, from the quite prosperous to the poor. Deputies, Caucasians, criminals, persons on the Federal and international wanted list, representatives of large and small businesses, housewives, plumbers are fleeing... If the quite prosperous layers of the population are fleeing because of the dead-end situation into which Russia is sinking deeper and deeper, because of the rejection of the monopolization of power, because of the collapse of the judicial and punitive power of Russia, then the poor are fleeing simply because the level in which the poor layers of the population have found themselves will ultimately be the only level for them.
Of the countries for "fleeing", Russians choose almost all those countries to which it is possible to immigrate at all. Recently, the possibility of immigrating to the countries of L. America by requesting asylum has aroused great interest among Russians.
Ukrainians. Ukrainians "flee" without a specific system, fleeing to where it is possible to do so. Ukrainians flee because of economic instability, because of distrust of the government, the main composition of which is made up of obvious . . .
Kazakhs. If earlier it was mainly the Russian-speaking population (Russians, Germans, Uighurs . . . ) that "fled" from Kazakhstan, now the main contingent of those fleeing are representatives of the elite nation (Kazakhs).
Belarusians. Belarusians prefer to "flee" to Europe. But recently, the possibility of immigrating to L. American countries, in particular to Ecuador, has attracted a certain interest among citizens of Belarus.
Armenians. Armenians mainly flee to France. The name of the famous Frenchman - Armenian Charles Aznavour attracts Armenians like a magnet. Just recently, a man from Armenia immigrated to France without a visa (the asylum request was made in the transit hall of the airport in France). Now the family has been allocated a separate house.

1. It is easier to get lost in a large city than in a village. In the village, the local police officer knows everyone by sight and a new person will be immediately found;
1. They get your IP from the place where you visited a page, or when you send a letter;
2. If it is "abroad", they ask for legal assistance from the state where you are, and they are obliged to provide it, unless you are in one of the countries from which extradition is impossible if you "correctly made a request for asylum", but this will take at least 3 months, and this is bureaucracy and red tape;
3. You need to change the country at least two months after entry;
4. Do not write letters to your relatives and friends if you cannot change your IP address;
5. Do not use the same Internet cafe;
6. Do not use your laptop if you cannot change the IMAC address of your laptop and, of course, the IP address every time before entering the network;
1) What does a person want in this life (his main motives for life and priorities);
2) What a person likes (his incentives, habits, preferences, tactical motives);
3) What (whom) he values (his attachments, the threat of losing which can be the most hurtful);
4) What he is afraid of (fears);
5) Advantages and disadvantages (virtues and vices, weaknesses);
6) Type of intelligence (how he thinks, how smart he is, can he predict the situation, how mobile his consciousness is);
7) Survivability, adaptability, endurance, will;
8) Predictability in critical situations (ability for spontaneous actions or improvisation, adventurism, risk-taking, heroism);
9) Intuition, luck;
