We need a smartphone with a 5MP camera and a good flash. I will even recommend a specific model - Lenovo A1010. The price is low-4500, flash is a beast, cheerful, does not hang, does not glitch. Well, based on this device, look for analogs if you don't like it. Coordinates? I personally did this - I do my job - I take pictures of the inscriptions, come home, turn on music(where without it), open Google maps and use Paint to insert coordinates + a little information about the place and possibility (justification for the choice) into each inscription.
You can also stupidly walk around the city and make tags on Google maps from the same phone and take a quiet picture during the day. It is advisable to note the places for inscriptions in advance.
4) What else can I take with me? How to dress? And if the cops stopped it?
