Employees of the Department of Countering Cybercrime in the Odessa region of the NPU Cyber Police Department and investigators of the Police Department No. 1 of the Odessa District Police Department No. 1 under the operational support of employees of the SBU Department in the Odessa region exposed and documented the illegal activities of the citizen.
At the beginning of last summer, cyber police established that from November 2022 to July 2023, a 23-year-old resident of Odessa illegally interfered with the work of a Ukrainian mobile operator. Having purchased special software and computer equipment with expansion cards, the defendant carried out a" hot " change of IMEI for mobile SIM cards for their subsequent rental to online services of virtual mobile numbers.
Having ensured the functioning of the so-called bot farm, the offender contacted an unidentified administrator of two Russian platforms in one of the popular messengers and discussed the terms of "cooperation"with him. By agreement with the "client", the Ukrainian connected SMS gateways of the GPRS / gsm type with the IMEI replacement function to his PC and "worked" with enemy services, where, in addition to virtual numbers,he had to register his own email address.
For such a" lease " of a bot farm for the use of Russian online services, the resident of Odessa received a reward in rubles to an electronic wallet. In less than a year, the amount of his illegal earnings when transferred to hryvnia reached about 60 thousand. At the same time, the customer of the service received the opportunity to "sell" anonymity to other citizens of the Russian Federation when registering accounts in various social networks, instant messengers and Internet platforms. The latter could use them for their own purposes, for example, both to spread propaganda, and to create fake accounts, phishing mailings, and so on.
During the investigation, it was established that for more than eight months of his illegal activity, the attacker used almost three hundred numbers of the same mobile operator in Ukraine. To avoid blocking the "online business" from the communication network, he from time to time carried out a systematic replacement of SIM cards in the equipment.
During an authorized search at the attacker's place of residence, investigators seized computer equipment with software, special equipment, hard drives, SIM banks/GSM gateways, and a mobile phone with a linked electronic wallet that received payment.
"During the pre-trial investigation, material evidence was sent for computer-technical examination, the results of which confirmed the illegality of the actions of the resident of Odessa. Now, under the procedural guidance of the Malinovskaya District Prosecutor's Office of Odessa, we have informed the defendant about suspicion under Part 2 of Article 361 of the Criminal Code of Ukraine. We are talking about unauthorized interference in the operation of electronic communication networks, in particular, committed by prior agreement by a group of persons. This crime is punishable by a fine of UAH 51,000 to UAH 119,000, or by restriction of liberty for a term of two to five years, or by deprivation of liberty for the same term. Investigative actions are continuing, " said Vladislav Stepenko, an investigator of the territorial division of the police.
