Prosecutor General Igor Krasnov said that the detection of IT crimes in Russia remains at a low level, criticized the work of the investigation in this area. He said this at a coordination meeting on combating crimes using the Internet, digital currency and computer information.
"There is a stereotyped and lack of initiative in the operational work being carried out, a lack of offensiveness, and insufficient effectiveness of the preliminary investigation. In many cases, as they say, there is nothing else between the two crusts. And there are thousands of such cases on a national scale," Krasnov said.
According to him, as a result, the detection rate of such crimes remains one of the lowest: "In recent years, it has not exceeded 27%, and this year it is even lower - 25.9%."
Despite the presence of special units to combat cybercrime in the departments, their work is not carried out properly, the Prosecutor General added.
"According to the results of last year alone, out of more than 400,000 decisions to suspend proceedings in such criminal cases, every fourth was canceled by prosecutors, according to the results of additional investigation, more than 3,000 cases were sent to court," he said.
According to him, the electronic document flow of law enforcement officers with financial market organizations, mobile operators is not sufficiently developed, which leads to the long-term receipt of operationally significant information.
The Prosecutor General's Office added that violations were also identified in the institutions of the penal system. "We are talking, in particular, about the insufficiency of measures to ensure the suppression of cellular signals, blocking the channels for the arrival of prohibited items. In 2023, 19.8 thousand means of communication were seized, including 10.3 thousand in restricted areas, and 12.6 thousand SIM cards, which were used to commit theft of other people's property, crimes against children, drug sales and other serious acts," the department said.

"Organized groups are particularly active, using malicious software, phishing sites, special equipment, electronic platforms and call centers with spoofed numbers. Financial pyramids continue to be created in the virtual space," he said.
The press service of the Prosecutor General's Office added that "despite the introduction of additional mechanisms to counter this (IT crimes), the number of crimes remains consistently high".
"For 8 months of 2024, 642 requests were sent to Roskomnadzor to restrict access to illegal information. Access to 54.8 thousand Internet resources has been blocked or deleted", the department said.
The number of false reports remains significantAccording to the prosecutor's office, these are 30 thousand cases for the whole of 2023 and 8 months of 2024.
Payment bank cards in 2023 became the targets of criminals in 132.8 thousand cases, for the period of 2024 - 75.3 thousand.
Information and communication technologies are actively used in the commission of drug crimes, as well as acts of an extremist and terrorist nature.
"Internet resources are often used with a call to commit terrorist attacks and sabotage, they publish instructions for the manufacture of incendiary and explosive devices. Often they are controlled and financed from the territories of foreign states," the supervisory authority said.
They noted that since 2018, there has been an increase in the revealed facts of illegal access to computer data: from 1.7 thousand to almost 40 thousand.
