The Russian authorities plan to toughen penalties for cybercrime, Prosecutor General Igor Krasnov said at a meeting of the SCO Prosecutor General's offices in Bishkek. The topic of the meeting was the role of the Prosecutor's Office in the digital age and countering new threats.
According to Krasnov, in 2020, on the instructions of the President of Russia, the Prosecutor General's Office created an interdepartmental working group to combat information crimes. This group included representatives of law enforcement agencies and other interested agencies. Within the framework of its activities, taking into account law enforcement practice, draft laws were prepared that clarify the elements of crimes committed using special technical means (phishing, social engineering, cyber extortion, DDoS attacks), and strengthen responsibility for them. Measures were also prepared to ensure the safety of electronic evidence of crimes in the field of information and telecommunications technologies, including at the request of foreign competent authorities.
In addition, at the suggestion of the Prosecutor General's Office, the State Duma is considering a bill criminalizing the illegal turnover of personal data databases and the administration of shadow platforms for their distribution.
The Prosecutor General stressed that the protection of personal data of citizens is also under state protection. When processing data, digital service operators must respect the constitutional rights of citizens, including the right to privacy, personal and family secrets. The Prosecutor's Office is charged with monitoring compliance with the law on personal data protection to prevent their leakage and use for criminal purposes, especially in the financial sector.
