PayPal registration (creation of self-regs) works in 2024. In this case, CC can be any VbV or Non-VbV.
A fresh account is suitable for small purchases. For large purchases, you first need to download and warm up your account for at least 7-10 days with small and medium transactions.

For example, Can i create paypal account with fullz data then link it to bank account or cc with different names etc? Paypal doesnt notice that acc names is different than bank acc? And can u do the same shit but registering crypto account with fullz info and then link it to bank acc or cc. And whats more successful linking cc or bank account.

In order to add BA to PayPal, the fullz and BA data must match.
Crypto exchangers also check whether the name in the account and the BA match.
You can try with different data, if you confirm the BA with mini-deposits, it may work.
