WE ALL KNOW THERE IS A CHARGE-BACK IF YOU USE FAKE CARDS TO BUY STUFF INSTORES. USUALLY, THE STORE OWNER GETS A CHARGE-BACK. BUT WHAT ABOUT ATMS? IF YOU COPY SOMEONE ELSE'S TRACK2 AND HAVE ITS PIN AND GET AWAY WITH CASH AT THE ATM. WHAT'S GOING TO HAPPEN? AND WHO WILL BE RESPONSIBLE FOR THE STOLEN MONEY? THE OWNER OF THE ATM OR THE BANK ISSUING THE DEBT OR THE CREDIT CARD? ANYONE KNOWS?
 
There are laws that each bank has in its agreement when you get the card. Like for example if my country because its chip&pin if your card is "skimmed" (i.e. the magstripe) and fraud occurs then you are 100% liable.

i never hear bout Atm charge back , may be bank can charge back the money cuz of ur insurance ... ATM charge back is a lol ( may be in the Star War ) '' was my point of view "

it like with 201's. lets say i phoned the bank and said, my chip and pin card has been used in a supermarket, first they check too see if pin was used, if it was they say 'tough luck' as you must of given it out... my farther had his card cloned and while he was in the uk someone in uae withdrew 1k on his card.... as he could prove he was n the uk he ggot his money back..... i dont know where they claw the money back from? unlike shops they take the hit
 
An atm opperates on a merchant account.
Exact same shit as swiping on pos but its all automated with ATM (whats why its called ATM.)
Once your transaction is approved funds will be authorized on your card and captured after 24hrs.

Once batch is closed on ATM (usually at midnight) an email is sent to ATM owner with batch.

When there is a chargeback merchant account provider will call the ATM owner and will let him/her know of what happened and will give 7 days (sometimes more) to escalate the problem.
99% of the time the ATM owner is covered
