With the development of technology, the activities of special services have moved into the digital era.

US Intelligence has announced a new strategy for working with open source information, intending to expand and improve data collection and analysis against the background of an ever-growing flow of information.

The document, presented by the Office of the Director of National Intelligence (ODNI) and the CIA, outlines the development of techniques for collecting, creating, and delivering open source intelligence (OSINT) through 2026. Despite the importance of the initiative, the specific details of the four-step strategy are only outlined in the report.

The report describes four main strategies for improving your OSINT experience:
  • improving information sharing;
  • improving data collection tools;
  • develop innovations to improve your OSINT skills;
  • investing in personnel training.

Special attention is paid to the potential of artificial intelligence and machine learning in improving the processing of open data, as well as the risks associated with verifying the authenticity and reliability of information.

As part of the strategy, ODNI engaged a leading cybersecurity specialist, Jason Barrett, to implement key areas. Its task is to integrate innovations in working with OSINT based on the experience gained by the CIA in this area over the past year.

The CIA has also developed AI technology, similar to ChatGPT, to select relevant information from the vast amount of data available. The new tool automates the OSINT processing process, highlighting key data for analysis.

The importance of such tools was emphasized by the chairman of the US Senate Intelligence Committee, Mark Warner. He stated that the evolution of OSINT represents a fundamental change in the work of intelligence agencies. Warner notes that the traditional view of the priority of secret information collection is giving way to an awareness of the importance and effectiveness of using open data.
