Carders who know how to make cloned cards with balances (plastic cards with PIN codes) do not sell them, but cash them themselves at ATMs.
If you want to learn how to clone cards, then you need to get: card readers/writers, blank smart cards with an EMV chip, valid dump+pin data and a set of EMV software for writing data to a blank smart card.
