In user cp i can see:

But 0 points in my profile.

The person who gave you this +1,have 0 rep at the moment,so his +1 won't count.Only people with more then +1 rep,could rep you and will count.

But if you have 0 rep,and try to give a +1 to someone it won't count,JUST will show up.
