1) Carder specialized forums. I must say right away that it is imperative to use a VPN when visiting them. After all, the provider sees without VPN all the sites where you connect. Large carder forums have long been known to cops, and if you connect to them from your IP, it arouses suspicion. Just reading is certainly not a crime, but why do you need extra attention from law enforcement, right? The brightest private forum is CSU and MAZA. The rest of the forums are more closed (you can't see anything at all without registering, which is paid, either on a recommendation, sometimes only on a recommendation), or not entirely on the carder theme.
