Deputies proposed an initiative in the fight against fraudsters.

Owners of instant messengers may be required to block calls and messages from unknown numbers at the request of users. Messengers will also be required to provide the state with information about their users. Such an initiative is enshrined in the amendments to the law "On Communications", prepared by deputies from the United Russia party Anton Gorelkin and Vasily Pisarev, Vedomosti writes. On July 29, the Information Policy Committee recommended that the State Duma adopt the amendments in the second and third readings.

Khinshtein noted that the new requirements include the obligation of instant messengers to provide information about users at the request of the state and a ban on receiving calls and messages from unfamiliar numbers by default. He also stressed that such measures are a serious blow to cybercriminals who actively switched to instant messengers after the introduction of the "Anti-fraud" system, which successfully eradicated calls from spoof numbers.

According to the text of the amendments, owners of instant messengers will be obliged "not to allow receiving electronic messages from users who are not identified by such a service without the consent of the user of the instant messaging service."

In June 2024, Maxim Prytkin, Head of the Communications Control and Supervision Department of Roskomnadzor, also made a similar initiative. He noted the importance of developing a mechanism for interaction between telecom operators and owners of social networks and various applications, where a phone number is used as an identifier. According to Prytkin, for messengers that refuse to verify the authenticity of numbers together with telecom operators, it is possible to introduce measures to prohibit making voice calls on the territory of Russia.

Industry experts believe that the implementation of this norm will be carried out using the contact book: if the contact is not recorded, then a person from outside will not be able to get through. There is also an opinion that it will be impossible to implement the initiative through telecom operators, and foreign messengers will not comply with the proposed requirements.

When registering in the messenger, the user can grant the service access to their contact database. In the most popular instant messengers Telegram and WhatsApp, users can choose who can send them messages or make calls in the app's privacy settings. In Telegram, you can completely disable the ability to communicate for all but the contacts in the list. In WhatsApp, you can only mute messages and calls from strangers, but you can't completely block them.

The question of fulfilling the requirement to block calls and messages from unknown numbers in instant messengers should be addressed to the owners of these instant messengers, since the text of the draft law suggests that they are responsible for fulfilling the requirement, the representative of Beeline emphasized. According to the operator, now more than 50% of all fraudulent attacks are carried out through messengers, most often in Viber and WhatsApp.

In addition to the amendments concerning the work of instant messengers, the State Duma Committee on Information Policy recommended the adoption of amendments on the identification of owners of Telegram channels with an audience of more than 10,000 subscribers. It is also proposed to adopt a bill on the turnover of SIM cards: they will be sold to foreigners only by biometrics and no more than 10 in one hand.

Minister of Digital Development Maksut Shadayev noted that the introduction of requirements for identifying channel owners in messengers with a large audience will increase transparency in social networks. In exchange for this transparency, owners will be able to receive money from Russian advertisers. According to Shadaev, if the channel is illegal and not transparent, Russian companies should not be able to place ads there.

In July, it became known that Roskomnadzor is considering an initiative obliging account owners with a daily audience of more than 1,000 people to transfer their data to the agency. The goal of the initiative is to ensure the accuracy of information and counteract the spread of prohibited content on the Internet.
