yes authorities can do that. when you power on your phone, he search for the nearest antenna to connect to the network , then , cops or other can know approximatively where your are, where you was. When you move, your phone leave the first antenna range and he search for another neareast antenna.

All authority can do by Imei and/or Esn and/or number
if u use a phone + a sim and that sim is "heared" and u change sim and keep same phone "they" keep "hearing" u from the first call u do from new sim....
if u cross called numbers too....
only safe way is to write ur own proggye to make crypted data calls from ur fone to the fone u want call... using ur private server and ur algos, without exchange keys.. this is pretty sure way to avoyd to be heared.....

well... there are some periferics that permit to "follow" fones and hear and get sms too but VERY EXPENSIVE and hard to buy... who sell that is strictly controlled by agencyes and when u want buy u need to provide a lot of infos and permissions....
If have some good contact in some corrupt agency in for ex some little african countryes then is possible to buy that.... ... and of course earn a LOT of money if have good contacts to resell that stuff....
