Employees of the Department for Organizing the Fight against the Illegal Use of Information and Communication Technologies of the Ministry of Internal Affairs of Russia, together with the Federal Security Service of Russia, conducted a set of measures to counter cybercrime committed using cellular communications.
"Operatives revealed the facts of the use of malicious equipment intended for mass distribution, activation of SIM cards and conversion of international telephone traffic to Russian networks.
Charges of making remote embezzlement of funds from bank accounts of citizens were brought against 44 defendants. Under the coordinating role of the UBK of the Ministry of Internal Affairs of Russia, during two stages of actions (in December 2023 and in March 2024), searches were conducted in the framework of initiated criminal cases at 177 addresses in 42 regions of Russia.
According to the results of the analysis of the operational situation in the field of cybercrime and the commission of remote theft of citizens funds, the functioning of large locations of criminal telephone traffic was stopped. They provided the possibility of making fraudulent calls from the territory of Ukraine and hacker attacks aimed at destabilizing the work of commercial organizations and state authorities of the Russian Federation.
In direct interaction with the territorial bodies of the Ministry of Internal Affairs of Russia, 937 SIM-banks, 11 server stations that ensure the operation of communication devices were found, and at least 277 thousand SIM cards of various operators were withdrawn from the shadow turnover. The total capacity of the seized equipment allowed making more than 40 million fraudulent calls per day.
Thanks to the proactive and well-coordinated work of the police, significant damage was caused to the criminal infrastructure of call centers located outside of Russia, mainly on the territory of Ukraine, said Irina Volk, an official representative of the Russian Interior Ministry.
