The Moskovsky District Court of St. Petersburg on Wednesday issued a ruling to extend the detention period for 72 hours in relation to Israeli citizen Joshua Cartu, wanted by US law enforcement officers on charges of fraud using electronic means, the joint press service of the courts of St. Petersburg reports.

The card was detained by officers of the Interpol department of the regional Main Directorate of the Ministry of Internal Affairs on Monday evening at the Pulkovo airport. A Canadian-born Israeli national, Karthu is wanted by the United States of America on charges of crimes under Part 1349 of Article 18, Part 1343 and 2 of Article 18 of the U.S. Penal Code (conspiracy to commit wire fraud; wire fraud), which carries a penalty of up to 20 years in prison.

According to the International Red Notice, Carta and others defrauded investors around the world, including in Maryland County and other U.S. locations, from 2013 to 2017, by promoting and selling binary options brands, through the use of online marketing campaigns that included false information. As a result of these actions, persons suffered damage in the amount of about 60 million US dollars.

According to the joint press service, in accordance with Russian law, Kartu's actions can be qualified under Part 4 of Article 159 of the Criminal Code of the Russian Federation, for which a punishment of up to 10 years in prison is provided.

The materials submitted to the court say that Karta is not employed, does not have a permanent place of residence in St. Petersburg, but has a passport of a citizen of a foreign state, which makes it possible to freely cross the border of the Russian Federation, thereby preventing the extradition check. At the request of the prosecutor, the court session was postponed.

The Moskovsky District Court of St. Petersburg on Saturday terminated proceedings on a petition for the arrest of Israeli citizen Joshua Kartu, wanted by US law enforcement officers on charges of fraud using electronic means, the joint press service of the courts of St. Petersburg reports.

Earlier it was reported that on Wednesday the court extended the detention of Karta for 72 hours. At the court hearing on Saturday, the prosecutor presented information about the release of Kart from the temporary detention center due to the fact that the grounds on which he was detained disappeared. The prosecutor asked to terminate the proceedings on this motion.

The defenders agreed with the position of the prosecutor, since the initiator of the search did not submit to the authorities of the Russian Federation an order for the extradition of the detainee.

"The court terminated the proceedings on the request of the prosecutor to choose a preventive measure in the form of detention against Kartu," the report says.
