TelecomCert: How the State, Business, and Social Networks Will Unite Against Cyber Fraudsters

Social networks and marketplaces will be connected to the platform to counter cyber threats.

Since the spring of this year, the Ministry of Digital Development of Russia has been discussing the creation of a unified state platform for responding to cyberattacks, which was called TelecomCert. In addition to telecommunications operators, banks and IT companies, owners of social networks, marketplaces and mobile application developers can connect to the platform. It is assumed that on the platform, government agencies will be able to exchange information about cyber incidents and fraudulent actions with businesses.

Interaction with social networks and mobile application developers will make it possible to quickly block fraudulent schemes related to the theft of personal data, said Artem Sheikin, Deputy Chairman of the Council for the Development of the Digital Economy under the Federation Council.

Experts note that the creation of such a comprehensive platform requires the involvement of the largest market players, as well as legislative changes. In their opinion, the transfer of information to the platform should be mandatory, not advisory. Now in Russia, various systems for countering cyber threats are already functioning, such as GosSOPKA, Antifraud, Antiphishing and FinCERT. TelecomCert should combine these systems into a single anti-fraud center.

Sberbank believes that in the event of new challenges from fraudsters, the composition of the platform participants and interaction algorithms should be constantly updated. The operator Tele2 has confirmed its participation in the working group to discuss this initiative and is ready to share its expertise to counter the threats of telephone fraud.

The head of the information security committee of the Association of Russian Banks, Andrey Fedorets, believes that such a platform is extremely necessary due to the huge volume of fraud. But it is important that it includes not only banks and telecommunications companies, but also other industry organizations, such as microcredit companies and banking solution vendors.

The launch of the TelecomCert platform is scheduled for the end of 2026, according to the Ministry of Digital Development of Russia.
