if he doesn't usually work in place where he carded pizza, ordered from net cafe, gave random address, used new simcard, told pizza supplier that he and his friends are sitting on a bench in park, then i think it is ok. costs? 1$ cvv, 1$ simcard. I used to do this with large quantifies of expensive alcohol few years ago. Good to start making money ;]
