I have big list of my own collected shops for carding , which hasn't got VBV/MCS security, and hasn't got AVS security.

Most of the shops are from UK , but accepts international cards.
Almost all shops ships worldwide, via express carrier or post.

He said his shops got no VBV/MCS security and got no AVS security. He didn't say that they had one and not the other. You are the irrelevant one.

the vbv/mcs is offered by shops or by the specific card ? I mean even if the shop doesn't ask about vbv, if the cvv has it made by the cardholder, it will always require the password right ?

If the shop hasn't got vbv security, but card has - they won't redirect you to vbv.

this is very true, and also a store that has it doesnt matter if you hit them with card that has no security, this is why amex and discover work so well online
