Bullshit ! The phones don't go for that much and you can't use it directly on an ATM. See people in Balcans are lazy asses who sit in cafés all day doing nothing but telling lies. And no the phone is not forbidden anywhere. At the beginning banks got scared and Raiffeisen bought 2 such phones in an X Balcan country for 10k EUR each. But now the most you could get out of it is 3k EUR well if you find someone stupid you might even be able to get 5k.
