The United States imposed sanctions on two Russians on charges of participating in the hacktivist group Narodnaya Cyberarmiya. Under the restrictions were Yulia Pankratova, whom the US Treasury calls the leader and speaker of the group (previously, a representative of the group named Yulia gave interviews to Russian and foreign media), and Denis Degtyarenko, whom the Americans call the main hacker of the group. It is also claimed that Degtyarenko developed training materials on hacking SCADA systems, possibly with the aim of distributing them to other hacktivists.

The people's Cyber Army came to the attention of US agencies and security specialists in the winter/spring, when its claims about hacking equipment management systems at small infrastructure facilities in the United States and Europe (such as a watermill in France or a water tank in Texas) were confirmed. In May, CISA released a bulletin on hacktivist attacks on industrial systems.

In a press release from the Treasury, it is additionally reported that the People's Cyber Army allegedly managed to hack the SCADA system of an American energy company (specifically Degtyarenko is accused of this), gaining access to the alarm system and pumps.

But despite successfully gaining access to industrial systems, serious damage was avoided due to the fact that the group did not have advanced technical skills, the Americans note.

Afterword to Friday's US sanctions against alleged members of the People's Cyber Army.

The State Department issued a press release on the occasion of the sanctions, in which it stated: "Russia continues to provide a safe haven for cybercriminals and create conditions for their malicious cyber activities against the United States, its allies and partners."

The Russian Embassy in Washington responded to this part of the press release, calling the accusations against Russia propaganda: "This attack is another element of the propaganda campaign against Russia. Creating an impenetrable atmosphere of Russophobia is one of Washington's favorite methods." The embassy also added that it was the Americans who froze cooperation in the field of information security.

And, of course, the People's Cyber Army itself proudly commented on the introduction of sanctions: "Well, friends, this recognition is the GLORY of RUSSIA."
