The Ministry of Digital Development has developed new information security requirements for TV channels and operators.

Starting in 2025, Russian media and telecom operators will have to meet the new information security requirements developed by the Ministry of Digital Development. This is reported by Vedomosti with reference to sources in the industry.

According to the publication, the requirement will apply to all TV channels of the first and second multiplexes, as well as "Rossiyskaya Gazeta", ITAR-TASS and MIA "Russia Today". In addition, from January 1, 2025, the same requirement will apply to mobile and satellite TV operators.

The essence of the requirement is that Russian media and operators must create internal structural divisions that will be responsible for information security issues, as well as use only domestic information security tools (SPIs). The use of SPIs from unfriendly countries will be prohibited.

Experts believe that the implementation of the new requirements will involve a number of difficulties, both financial and technical.

On the one hand, creating information security departments will require additional investment from companies. According to experts, the financing of new structures, depending on the size of the business, will require from 5 million to 50 million rubles per year. In addition, the creation of information security structures also requires time - according to experts, the formation of such units and the training of employees will take from two to five years.

On the other hand, replacing the SPI will also require additional costs. Telecom operators use many different security tools, as they have a very large infrastructure. Some of them are difficult or impossible to replace with domestic solutions.

"The problems in the transition to domestic solutions are related to the fact that it is impossible to ensure a seamless transition from one solution to another, as well as the lack of some classes of specialized equipment necessary for processing large data streams typical of communication networks," the Vedomosti source said.

At the same time, broadcasters may even benefit from switching to trusted SPIs, as this will help them reduce software costs, said another Vedomosti source in one of the satellite operators. For the use of these systems, companies transfer about $50 million annually to foreign vendors. At the current exchange rate, the volume of these payments has doubled in ruble terms over the past year and a half, he said.
