Paypal pro cash-out service?

I wonder why all carders selling there cards?
cant thay cashout? or is it the risk?

or whats the problem?
me and my 2 mates got a good system to cashout from paypals.
Its easy if you have a gr8 system.

And i wonder if this is a good idéa..
to start a cashout service to paypal for the the sellers.
and take some fee..
I mean Hacked [Black money]---> goes
------>{ 100% Clean cash }<-------

the sellers loosing money just to sell acc's and cc..
So why are there no cash out service for the hackers/sellers?
