paypal inquiry

I added a card to a new paypal account and it allowed me to send 5usd, I waited 1 hour to send another one but when I go to send it, it asks me to associate the card and I go to the wallet and it is added, what is the reason?
I add the card again in the shipment and it is not added and it shows me again the add card section empty.

This is due to the antifraud system of Paypal,if it does not let you use the card you need to give it rest.
As you said your account was newly made,so if you want to spend big amount from card it will take few days of rest.
