Unfortunatetly, there is no 100% Perfect solution and even if there was I don't think a person who knew it would share it. When they have probably invested much time and money into figuring it out.
Various factors could be causing that error, make sure you are nice and clean, that is all i will say.

Use CC from countries like
Netherlands
Belgium
Denmark
Most EU!

try small amount.
get cards that aren't linked with PP
use same city socks5 with proxifier if possible.
Amex and Disco. USA works good...
