Hello I was able to give a paypala card
However, although I use the same methods, when I create an account, I am getting a 'restricted account' warning.
I would be glad if anyone who knows the reason and solution helps.
 
This reason arises when the bank warns that the card details that you added have been compromised (stolen). To solve the problem, you need to prepare a set of documents from drawing services and provide them for account verification and removal of restrictions.

In some cases, the restrictions are lifted after a few days, you can try to log into your account later, but not the fact that it will be unlocked.

If I were you, I would not bother with this problem, since it is not a fact that after submitting the documents, the account will be unblocked.

You need to follow these steps:
1. Completely clean the system you are working with
2. Change the parameters of the equipment installed on your computer
3. Change the identifiers of the operating system
4. Replace browser
5. Register another account and try to add ANOTHER card (which you blocked cannot be used on another account)

Why PayPal account limitation?
If your PayPal account is limited, you may not be able to complete some of the steps. For example, you will not be able to send or withdraw funds. In most cases, we restrict accounts to keep them safe. For example, your account may be restricted until you confirm that the transaction was authorized by you.

How to remove restrictions on Paypal?
You can follow these steps and remove all restrictions as follows:
  1. Go to the Overview section.
  2. In the lower left corner of the page, under Account Details, click Check Your Account Limits.
  3. Select the restrictions you want to remove and click Remove restrictions, then follow the instructions.

How do I remove the account limit?
Preparation

Restricted access to your account means that you may not be able to perform certain transactions with your PayPal account. For example, you will not be able to send or withdraw funds. Learn more about account caps.

We usually ask you to take one or more steps to remove account restrictions. For your convenience, we always provide a list of actions to remove restrictions in the Resolution Center in the Actions to remove restrictions section .

If you have followed all the steps and your account is still subject to restrictions, then this means the following:
  • PP have sent you an email asking for more information, or
  • PP will examine the data you provided and send you an email with new information.

The length of the procedure for removing account restrictions depends on the complexity of your case.
Please note that most of the restrictions cannot be removed by our customer support specialists over the phone. We will contact you shortly. If we have asked you to upload more information, you can upload documents from the Resolution Center.

What should be done
  1. Click Resolve an issue in the Resolution Center at the bottom of any page.
  2. Select Go to Account Limits Page.
  3. Click Settle next to each action.

If you have followed the steps required and we have requested additional information from you by email, please respond to us as soon as possible so that we can resolve your case. If we have requested additional proof of identity from you, please review the documentation we accept.

What kind of documentation can I provide to remove my account limitation?
If your account is limited, we may ask you to provide documentation to help us verify you or your business. This may include documents to provide your identity, address, a recent name change, or business documents. You can find a list of requested documents in the Resolution Center.

Before sending us anything, please be sure that your document:
  • is legible.
  • shows all four corners of the page.
  • does not have information blocked or blacked out.
  • matches the information on your PayPal account.

Proof of identity
The following is a list of acceptable documents you may provide:
  • Government issued ID, such as a driver's license or passport
  • Employment authorization card
  • Permanent resident card

Proof of address
These documents must be dated within the last 3 months to be considered acceptable:
  • Current utility bill dated within the last 3 months
  • Bank, credit card, or financial statement
  • Cell phone bill

Legal name change
  • Marriage certificate
  • Certificate of divorce
  • Name change certificate
  • Certificate of commitment

Business Documents
  • Articles of incorporation
  • Current business license
  • Any business documents/forms approved by and filed with the business's governing state

Here's how to upload files for your limitation:
  1. Go to the Resolution Center.
  2. Click Resolve in the Action column of each limitation step.
  3. Follow the on-screen steps to upload documents.
  4. Click Send Files.
Once you've provided the required documents, we'll review them and send an email confirmation letting you know if we were able to verify your identity. The time it takes to restore account access varies, depending on the type of issue.
* The Resolution Center is not available in the PayPal app, but you can access it on the PayPal website / on your PC.

Why is access to my PayPal account restricted?
There are several reasons why access to your PayPal account may be restricted. Some examples are given below.

Unauthorized Use
We may impose a restriction on your PayPal account to protect you from potential losses and to investigate possible fraudulent activities in the following cases:
  • If we believe someone was able to access your PayPal account without your knowledge
  • Your bank informed us that someone may have used your bank card without your permission.

Account limits
You have reached the limit for sending, receiving or withdrawing funds and have not yet taken action to eliminate it.

High-risk activities
Examples:
  • You received more claims and chargebacks than usual
  • You have started selling a new type of product, for example, significantly more expensive products
  • Your sales have skyrocketed, which is not in line with your normal sales model.

Inactive Account
As an added security measure, we may also restrict your PayPal account if you haven’t used it since you signed up. To regain access to your account, please provide an identification document (for example, a copy of your driver's license or passport). To download it, click on the notification on the Overview page and follow the instructions.

If your PayPal account is restricted, go to the Resolution Center for more information on why the restriction was imposed and how you can remove it. When you have completed all the necessary steps, we will remove the restriction from your account.
