Offline POS terminals

I have loaders that loads money into blank cards, my job is to find a offline POS machine i found some on ebay but im not sure if it would work internationally, i got a dummy bank account and dummy company ready to receive but im stuck on offline pos machines is there anything i need to know before getting one from ebay
