Well I agree with your theory but also If any bank wants to embed the chip technology they will have to pay for it
so usually local banks doesn't have the money for that,
But major ones like Citibank/HSBC They are able to embed that technology easily

I've heard about the facial recog. Before not to long ago, I'm sure large corporations will have no problem installing them into there stores to catch thieves, only time will tell as to when this will have. Get a good makeup artist and change up your face,

in central London cameras use facial recognition system since some time. Regarding the implementation this system in stores it's to expensive for them. They would have to change the whole system and that cost $$$$ and losses from the fraudulent transactions is not equivalent to the cost of the new technology. Government and BIG institutions can cover the expenses of it.
Life in now days is getting harder and harder so better to make ur $$$ now and go legit.
