of course you can buy from eBay they are not illegal to own or have
because they are used for way more things then for encoding dumps
it's the use that you give to it that might be illegal, now having said that
it depends on your country's or the county that it's being shipped to customs laws, in some countries they do require that you have certain
permits to import it into the country so there it's not illegal to buy but you might require additional documentation to get it into to your country.

you should have no problem. MSR is used for legal purposes in any country. Its being used for businesses such as hotels and shops etc.

Yes you don't need to worry at all. And I vouch for the msrs sold at ebay, the chinese ones like 605, 705 etc are cheaper and work wonders.
