Three levels of response will determine the fate of the country's digital space.
Ireland's National Cyber Security Center (NCSC) recently published a National Cyber Emergency Plan. This document was developed after extensive interaction with the public and private sectors, as well as after two specialized exercises in 2022 and 2023. Lessons learned from a ransomware attack on the Irish health service in 2021 are also taken into account.
The plan describes the process of declaring, managing, and coordinating a national emergency in the digital space. It provides a clear understanding of the roles and responsibilities of all participants during such a situation and explains in detail the Government's approach to serious cyber incidents.
Due to the variety of cyber incidents, the plan provides for a flexible response process for various possible scenarios. It relies on three modes of interaction:

In addition, the plan's audience also includes potential victims-organizations that provide basic public and private services. These include senior officials, public relations officers, and personnel responsible for incident response in their organizations.
