ICQ Chat Error

I have no idea whats going on but anywhere i sign into my account from i cannot chat to anyone.
Error code is 400
tried from diff computers, mobiles , vpns, rdps..., web clients..
All same problem...
Any ideas?

This is probably the issue with using other IM to acsess ICQ
