The Council for the Development of the Digital Economy under the Federation Council sent a number of comments to the Ministry of Digital Development regarding the draft concept of the Digital Code. According to the senators, the creation of a new branch of legislation, which could be called "information law", is relevant in Russia.

The first deputy head of the Council under the Chamber of Regions, Senator Irina Rukavishnikova, in an interview with "Parliamentary Newspaper" shared that the Ministry of Digital Development in September presented the draft Digital Code of Russia for discussion in the Federation Council. The main task of this code is to systematize legislative norms in the field of IT and communications. The document, in particular, proposes to define a unified approach to digital identification of citizens and establish rules for working with cloud technologies, big data and artificial intelligence.

The senators, in turn, proposed to rename the draft to the "Information Code". According to Rukavishnikova, modern information technologies, the expansion of digitalization, the development of artificial intelligence and the need for enhanced protection against cyber threats actualize the creation of a new branch of legislation.

To develop the concept of the code, it is planned to involve experts in various fields, since its creation requires a comprehensive discussion.

It is also worth noting that in 2023 in Russia there is an increase in the number of vacancies for IT specialists by 30-40% compared to the previous year.
