Let's start with the law: article 291 of the Criminal Code (CC) of the Russian Federation states that handing over a "lamb in a piece of paper" is a criminal offense, for which a penalty is imposed depending on the severity of the crime at the choice of the court. What will happen for this type of violation?:

* fine from 500 thousand to 4 million rubles;
* a fine in the amount of the bribe giver's salary or other income for a time interval of up to 4 years;
* fine from 5x to 90x the amount of the bribe;
* correctional labor for up to 2 years with a simultaneous ban on taking certain jobs;
* forced labor for up to 3 years;
* prison or penal colony for up to 15 years simultaneously with a fine from 5 times to 70 times the amount of the bribe.

The consequences of discovering this offense are quite severe, but if the case has come to trial, you may find extenuating circumstances on the basis of which the case can end safely. This is, for example, evidence of coercion to pay a bribe on the part of an official. And in general, as you know, the severity of the punishment is compensated by the non-mandatory nature of its execution.

The simplest and most special case of bribery occurs on the road. In my experience, every driver with more or less long experience got into a situation where the inspector extorted a bribe, and it was necessary to decide whether to give or not to give.

First of all, when talking with the same traffic police inspector, do not offer a bribe openly, do not name the amounts. Just take, for example, your insurance, put the required amount there and give it to the inspector. Do not do this in his car – it is constantly being videotaped. Call the inspector out of the car and silently hand him the paper "with the lamb". If you take it, you're lucky, if you don't take it, you'll have to pay a fine, and if you lose your rights, you'll have to go to court.

The same traffic police inspectors often have events when they are ordered to catch you or another poor guy on a bribe. They will do everything they can to hold you accountable, and they will check themselves for completing the plan. Therefore, if an inspector or other official does not make contact, but, on the contrary, tries to lure you under the eyes of a video camera, do not resist and do not offer a bribe in any case.

The same applies to other civil servants. They value their warm places, and they won't take any risks if they don't know you, or if the amount of a bribe isn't worth getting kicked out of work with a "wolf ticket"because of it. When discussing a topic, try not to touch it directly and do not mention any amounts. Audio recording during a conversation can be conducted by both you and the person to whom you are going to pay a bribe. Therefore, we need an intermediary, a person who can be trusted by both of them.

If you do not know anyone from the environment of the processed official, you can ask him himself who is able to solve your burning question positively. If the official is interested, he will tell you the necessary contacts and hint at the preferred type of" gift " — not everyone and not always takes money.

Many times I had to watch on TV — in a movie or on the news, as brave law enforcement officers famously burst into the office and took the "scoundrel" red-handed-fingerprinted, checked for the presence of glowing powder on their fingers, checked the numbers of bills, and with their hands tied were taken to jail. In Russia today, this is called fighting werewolves in uniform-a classic scene. At the same time, a vivid example of unpunished bribery, and in the end, stupid and unqualified bribery.

Traditionally, the word bribe creates a persistent image of the transfer of banknotes between the participants in the relationship: for example, a driver — a traffic police inspector, a businessman-an official, an official — another official, etc. Meanwhile, the operation of law enforcement agencies to identify and neutralize a bribe taker is one of the most difficult and delicate tasks.

If the last one was taken with a marked bill, this is the simplest thing. As a rule, bribes are openly taken by extremely greedy or very influential people who feel their impunity. Bribe takers are usually cautious people and you can't take them with your bare hands. There is no way they will touch this vulgar thing. First, the bribe taker has a trusted person who will accept the material values. Secondly, a bribe taker may not always accept a" gift " with money. The famous hero of a classic literary work, as you know, took greyhound puppies.

Now let's talk about the language in which the conspirators communicate. It is a special and skillful language, despite all its simplicity. But, apparently, the skill lies in the apparent "ordinariness".

One entrepreneur, let's call him Kolya B., faced a similar problem when he was engaged in the transportation of fruit from Kazakhstan. On the way to Chistye pole, where a mobile customs checkpoint in the form of a mobile booth on wheels was installed, it was stopped by law enforcement officers. Accordingly, according to the law, they offered the businessman to present all the proper documents for the cargo.

На боевом посту - in the trailer, the employee, after carefully checking the documents, turned an unequivocal look at the entrepreneur, and said: "We have to wait!". Then I returned the documents to the entrepreneur. The businessman left the office with only one question: what or who should we wait for? What is Turkey like in figs? Do my damn roses wither?! Suddenly, another thought struck him: the suggestion to wait (we must wait!) it should be understood not in two words, but in three: - " It is necessary to give!".

Leaving the office, the businessman was confused. He was almost at his destination, and there wasn't much money left. He knew from personal experience that it was useless to argue with employees, so he reattached the dollar bill to the back of the documents. Only then was he able to get the long-awaited visa.

In other respectable state institutions, they also speak a seemingly understandable Russian language. The brother of that entrepreneur Tolya B., in the recent past, decided to purchase a plot of land for the placement of a trading platform. Land plots, at that time, were put up for sale on a tender basis.

When the businessman came to the official, he also provided the relevant documents to the high authorities. The official also carefully checked the documents, evaluated the businessman with his eyes and offered to come back the next day at 11 o'clock in the morning. The entrepreneur naively perceived this as bureaucratic red tape, and without suspecting anything, came to the same office the next morning at the appointed time. From that moment on, the fun began.

After reviewing the documents again, the official turned his gaze to the businessman, offering to come to him in two days at 10 o'clock in the morning. Entrepreneur and 2 days later came at the appointed time. And he was again reassigned the time of the meeting. So it went on until the official, already tired of the misunderstanding in the end, suggested that he come at 2 o'clock in the afternoon.

When the businessman arrived at the appointed two o'clock in the afternoon empty-handed, the official's patience ran out, and he already asked in plain text, forgetting all caution,: "Don't you even have two thousand dollars?!"

Summing up, we can distinguish two main points. First, be careful not to sing, say or do anything unnecessary or illegal until you are sure that you are "playing along". How to recognize that an official is/the law enforcement officer is ready to accept a bribe, comes with experience. But if you can read people and understand what drives them, then this should not be a problem. Secondly, be attentive and observant, catch hints, make hints yourself and watch for reactions. But most importantly-do not turn off your head.
