Now you don't have to come to the bank's office every time you want to become its client. Open an account, make a deposit or get a loan - all this can be done online. Here's how it happens.
A unified system for remote identification of bank customers using biometrics began to work.
Why do you need a remote identification system?
There can be many options. You live in a small town where there are no branches of large banks. Or, conversely, in a huge metropolis, where you need to spend a couple of hours in traffic jams to get to the desired office. You are unwell or just too lazy to get up from the couch.
With the remote identification system, basic banking services are now available wherever you are. To do this, you only need a smartphone or tablet, laptop or desktop computer with a camera and microphone.
Remote identification assumes that you do not need to adjust to the opening hours of bank offices. You can open accounts and deposits, receive loans and make transfers at any convenient time. This system allows you to choose the bank that offers the most favorable conditions for loans, deposits or card services for you, even if there are no branches nearby.
However, so far the choice of banks that provide services using remote identification is not large. But it is gradually expanding.
How does the new system work?
It is enough to come to the branch of any bank participating in the system once and go through the initial identification. You need to bring your passport and SNILS with you. At the bank office you will be photographed and your voice recorded. The whole procedure will take about 10-15 minutes.
Then you can get banking services over the Internet. Banks will identify you using authorization on the Public Services Portal and by biometrics - by face and voice.
How to go through the initial identification?
There are several things to do.
Some banks have their own systems that allow for customer identification using biometrics. But if you register in the internal system of the bank, you will not be able to access the services of other organizations. To avoid confusion, clearly explain to the bank employee in which system you want to enter your data.
If you change your passport or residence address, this data will be updated automatically on the Public Services Portal - it will be pulled from state information systems.
Biometrics need to be updated every three years. If something happens to your voice or, for example, you undergo plastic surgery, then you can update the data earlier. To do this, you will have to go through repeated personal identification at the bank.
If the idea of doing everything remotely is not close to you, you can, as before, personally contact the bank's office to conclude an agreement.
What services can I get online?
With the help of the remote identification system, you can remotely open accounts and deposits, take loans from banks.
It is assumed that in the future, using the remote identification system, it will be possible to gain access to other financial services, in particular to insurance.
Which banks are involved in the system?
All banks that work with private clients can conduct remote identification. But there are conditions: the bank must be a member of the deposit insurance system, its license has not been suspended and it does not undergo reorganization.
A map of bank offices where you can submit your data and register in the system is posted on the Bank website. At the beginning of 2020, this service was provided by more than 13,000 bank branches.
At the same time, so far only a part of banks offer their services using remote biometric identification. The list of remote services and banks that provide them is on the website of the Unified Biometric System.
How many accounts can I open?
So far, there are no restrictions. But in the future, for security reasons, the Bank may limit the number of accounts and deposits for one client, as well as the amount of transactions on them.
How to get services remotely after initial identification?
When you register on the Portal of Public Services and in the Unified Biometric System, you can become a client of a bank that is a member of the system. You will need a computer or smartphone with a camera and microphone.
The procedure will be as follows:
Step 1. Select the desired product and bank
Go to the EBS website. Click on the product that you want to issue remotely: for example, "Invoices and Deposits". A list of banks and the distinctive parameters of their products will open: for example, the interest on the account balance or the rate on the deposit. Select a suitable offer and click on it.
Step 2. Go to the bank's website
The design of services in different banks may differ. But the main stages are the same. As a rule, you first need to register - indicate your full name, phone number and email.
Then you will be offered a choice of several authorization options.
Step 3. Go through authorization
Enter your username and password for the Public Services Portal.
Step 4. Identify yourself with video
After authorization, you will be redirected to the Unified Biometric System. A window for video recording and a sequence of numbers that will need to be said aloud will appear on the screen. The algorithm will compare this record with the samples that are stored in the EBS and inform the bank about the degree of match between the samples. In addition, your personal data will be sent to the bank: full name, passport data, SNN and others.
The transfer of biometric data from your computer or phone to the Unified Biometric System is reliably protected from hacking and leaks using encryption.
Step 5. Conclude a contract
After the bank makes sure that you have successfully passed remote identification, you can become its client and receive the desired service remotely.
When ordering a service, read the contract carefully. If you are satisfied with the conditions, you can sign the contract online.
Can the bank refuse the service, even if the data match? What to do in this case?
Yes, the bank has the right to refuse a client, even if his identity is identified. This happens in the same cases as during a personal visit to the office.
For example, a bank is unlikely to issue a loan if the borrower does not have a stable income. A transaction may be refused if there is a suspicion that it is related to money laundering or terrorist financing.
If you think that you were refused unlawfully, leave a complaint at the Internet reception of the Bank.
Will my data get to scammers?
For security reasons, biometric and personal data are stored in two different databases. Moreover, in the Unified Biometric System, they are recorded in an impersonal form.
Information about the verification of biometric data gets to the bank only after the client passes authorization through the Public Services Portal - he enters his username and password to enter it.
Third party access to your data is strictly prohibited. Only you yourself can give permission to banks to reconcile information with system data. This happens every time you want to receive an online service.
In certain cases, the internal affairs bodies can get access to the database when they are investigating crimes. Law-abiding citizens have nothing to fear.
Can I delete my data from the Unified Biometric System?
Yes, this can be done at any time through the Public Services Portal. You need to go to your personal account and select the "Enhanced Login Verification" item. Next to the "Unified Biometric System" section, click the "Delete data" link. After that, the recordings of your face and voice will be erased from the EBS.
You may change your mind in the future and want to use the services that are available through remote identification. Then you will need to come back to the bank and re-submit your data to the Unified Biometric System - a face image and a voice recording.
