It is desirable that each team member have a driver's license and driving skills. Upon detection of an object, all members of the ES team, including the driver, should visually familiarize themselves with it.
To conduct surveillance activities, a detective must be properly equipped. It is necessary to take care in advance of the availability of food and drinks, first aid supplies, a driver's license, an ID card, a map of the area, a pen, a notepad, spare film, video cassettes, money, means of communication and spare batteries. To relieve oneself, it is necessary to have a vessel with a wide neck and a tightly closing lid. The age from 25 to 50 years for an employee conducting surveillance is the most effective, since younger people do not have sufficient life experience and can commit ill-considered actions leading to the decoding of surveillance in front of the object. People over 50 lose their reaction speed, have health problems and have difficulty mastering new operational equipment.
Four to six people or 1-2 surveillance teams are usually used for mobile surveillance. Surveillance is conducted in such a way that only one observer is always in the immediate vicinity of the object. In addition to performing his immediate tasks of keeping the object in the visual contact zone, his responsibilities include informing the NS team of the ON position. Communication with the team is carried out using gestures, body position, hands, actions and radio communications. The use of radio communications should be as covert as possible. Communications should be switched to vibration mode.
There is an ironclad rule: never run away from the police. But if these employees are from surveillance, this rule can be neglected. The question is: should you run away? If the surveillance is demonstrative, with the aim of exerting psychological pressure, you have a chance to find out the identities of your "fellow travelers". For example, when passing by a police officer, ask him to establish the identities of suspicious citizens who have been following you for half a day, explain that you are afraid for your safety. However, over time you get used to surveillance. You can even brag to an acquaintance you meet: "look at what an important person I am."
But do not indulge in spy mania. If professionals are working, you have practically no chance of noticing hidden surveillance. Traditionally, the "stompers" from the KGB-SBU have a higher level of qualification. However, now the general level of employees of the "authorities" has fallen, the money paid for such dog work is humiliating, so blunders happen more often.
Pretend to get on a subway car, but at the last moment you remain on the platform in front of the closed doors. There are usually no fools who do not get on a departing train. Therefore, those who remain on the platform are "tails".
A "tail" will definitely quickly look away when you meet his gaze. A normal person will not show such haste, and will even try to "out-look". "Stompers" - never. They are panicky afraid of getting into a photograph. Try to photograph the street - and you will see who exactly will hurry out of the frame.
The "tails" usually have nothing in their hands, except for a newspaper. In general, the people selected for surveillance are nondescript. But if you take a closer look at the object of your suspicions, you will be able to recognize the cop essence in a real spy - it is as difficult to hide as to pretend to be an intelligent person. They have a very confident look, like any police officer.
In the summer, they do not wear T-shirts - you can't hide a radio under it. They dress in gray, unremarkable clothes. However, they can change clothes during the shift. Women most often change from a skirt to jeans and vice versa. However, as employees of the criminal investigation service of the Ministry of Internal Affairs say, today among their colleagues there are those who can easily pass for a teenager, dress stylishly and generally do not look like a cop at all.
The surveillance drives inconspicuous, shabby cars, most often a "Zhiguli", almost always - with dark windows, often - with an antenna radio. The numbers can be changed several times during the shift, but their set is limited, and after some time you can make a complete list of all the numbers. The numbers themselves are usually taken from decommissioned cars.
Sometimes there is an urgent need to be alone. Then you need to "break away". If they drive behind you in one car and park it in front of the entrance of the house you entered, you can get out through the window on the opposite side of the house. If the "tail" has relaxed (and for this, do not twitch, do not pretend that you noticed them) and does not expect an escape, and therefore does not follow you to a store or cafe, try to leave through the service entrance.
But you should not "tease the geese" unnecessarily: after the escape, they will drive not one car, but two or four; when moving on foot, they will start breathing down your neck; they will get into taxis with you, puncture the tires in your car. After your successful escape, they become angry and aggressive: their superiors gave them a scolding and deprived them of their bonuses.So we only "let loose" when absolutely necessary.
And one more thing: if you are not a particularly important person, then, as a rule, the surveillance is removed after the "target" arrives home in the evening. Therefore, go into the apartment, openly turn on the light, drink some tea, and then, without turning off the light, go about your business, meet your beloved woman on her territory or with a resident of the enemy special services, preferably at his expense in a restaurant, where you will pass on to him the secret of unrivaled Ukrainian lard.
