u should know the billing address for the account
in billing address u can see the city and state

it also doesn't matter the balance coz there is cvv on the account


paypal accounts could have more than 1 cvv and more than 1 bank account

i check socks on all paypal "ip checkers" i use ssh tunnel
and still nothing..

do they look at dns or something ? is googles fine

In my opinion don't use checkers.Only thing is strong socks near billing addres.
