How refill balance with WM?

I'd like to know how to refill balance with Web Money. I mean in a shop. What have i to use? XML interfaces of WM for making invoices? How? Need i to be a verified merchant? What's the simplest and working way?
I need something like
Type your WM Id
decide an amount
Send invoice to be paid by the customers
Update the status of the invoice in my shop
