Getting a short number

Hello everyone,
I’m very interested in making or getting a short number. This short number would be used for receiving calls and would charge money for every minute of the call. Like premium services use codes that can be set to deliver a charge to a participant’s mobile phone. Obviously, recorded voice message would answer the calls and talk all the time. The short code should start with number “1” and should be 4 or 5 digits length. Any ideas how to do that? Help is much appreciated.
