This is forum is the largest library on carding and not only!
Greetings, for a week now, I have been working on making the most suitable product - a library by carding and not only, all existing information in one place. I want it to become the largest library in these areas. In which everything will be collected so that people do not have to rummage through every corner of the Internet, in search of information bit by bit, as I did. I want to make your life easier.
It already contains training leaks, manuals, guides, video lessons on carding and more.
I have not yet downloaded everything that I have, because there is too much information, it has been accumulated over a very long time.
Igor will be constantly updated with info.
You will not find another place like this.
This is not the last product I will develop for you.
Further in the plans are to create something like a Platform with services, where you can find all the services you need with regards to the dark theme. Where there will be only trusted people providing services.

Detailed Explanation of the Forum Rules

Below, I'll provide a more detailed breakdown of the forum rules you shared. I've structured it by section, including the original cleaned-up rule for reference, followed by an explanation, potential implications, and examples where helpful. This forum appears to be an underground community focused on carding (credit card fraud) and related activities, with strict controls to maintain order, prevent scams, and limit liability. Note that terms like "DEER" and "RIPPER" are slang common in such forums: "DEER" likely means a naive or rule-breaking user (from "doe-eyed"), and "RIPPER" refers to scammers who steal from others.

1. About the Rules

Cleaned Rule: 1.1. Ignorance of the rules does not exempt anyone from liability for violations. 1.2. Rules are subject to change without prior notice. 1.3. Forum rules are enforceable by all parties. 1.4. Each section may have its own "local" rules, which must also be observed.
Explanation: This section sets the foundational tone: rules are absolute, dynamic, and universally binding. Admins and users alike must follow them, but local section rules (e.g., for "Black-List" or advertising) add layers of specificity. Changes without notice protect the admins from challenges and allow quick adaptations to threats like law enforcement or internal issues.
Implications: Users can't claim "I didn't know" as a defense. Always check for updates. Violating local rules could lead to section-specific penalties, like topic deletion in ads.
Example: If the "Carding Tools" section bans discussing certain software, ignoring that could result in a ban, even if general rules don't mention it.

2. On the Administration

Cleaned Rule: 2.1. The forum administration is not responsible for the information posted on the forum. 2.2. The forum administration is not responsible for the actions of forum participants. 2.3. The forum administration is not responsible for the services provided on the forum. 2.4. The forum administration reserves the right to publish any data on forum participants. 2.5. The forum administration reserves the right to assign ban status to any forum participant without explanation. 2.6. The forum administration reserves the right to disregard the forum rules. 2.7. Questions and complaints to the administration must be sent only through personal messages or ICQ.
Explanation: Admins disclaim all liability to shield themselves legally — e.g., from scams or illegal content. They hold ultimate power: data exposure (doxxing), arbitrary bans, and even rule-breaking for "greater good" (like emergency moderation). Communication is private to avoid public drama.
Implications: This creates a top-down hierarchy; users have little recourse. Public complaints could be seen as off-topic or disruptive, leading to penalties. ICQ (an old messenger) suggests the forum's age or user base.
Example: If a seller scams you, admins won't refund or mediate publicly — you PM them, but they might just ban the scammer without notice.

3. About Statuses

Cleaned Rule: 3.1. Administrator - A forum administrator. 3.2. Escrow Service - A forum participant who provides escrow services. 3.3. Blacklist Moderator - A moderator of the Black-List section. 3.4. Moderator - A forum participant who moderates one or more sections of the forum. 3.5. Seller - A forum participant who provides services on the forum. 3.5.1. Trusted Seller - A seller who has provided services for a long time without any claims in the blacklist. 3.6. DEER - A forum participant who has violated the rules. 3.7. Unresolved Problems - A forum participant who has not fulfilled commitments and has unresolved issues. 3.8. RIPPER - A forum participant who has ripped someone off or attempted to do so.
Explanation: Statuses indicate roles and reputations. Positive ones (e.g., Trusted Seller) build trust via longevity and clean records. Negative ones (DEER, RIPPER) mark troublemakers, visible to all for community vigilance. Escrow and mods help enforce deals and content.
Implications: Statuses affect credibility — e.g., buy from Trusted Sellers to avoid RIPPERs. Getting a negative status can lead to isolation or bans. Blacklist section is key for reporting scams.
Example: A new seller starts as "Seller"; after 6 months scam-free, they become "Trusted Seller." If they ghost a buyer, they get "Unresolved Problems," then "RIPPER" if unresolved.

4. About Registration

Cleaned Rule: 4.1. Registration on the forum costs $33. 4.2. Registration on the forum is carried out without sureties. 4.3. Registration includes entering a nickname, password, and email. In case of a lost password, you will be able to restore it automatically using the password reset procedure. 4.4. You may not register more than one account on the forum without a compelling reason. 4.5. You may not register under a nickname similar to another forum participant's nickname. 4.6. You may not register under a nickname similar to nicknames of celebrities in the fields of underground and internet commerce. 4.7. You may not register under a nickname containing web resources, as well as gross obscenities or expressions. 4.8. By registering on the forum, the party confirms full agreement with the forum rules and the possible consequences for violations. 4.9. Registration on the forum may be canceled without explanation.
Explanation: Entry is paid ($33 fee deters casuals/spammers) and straightforward (no references needed). Nickname rules prevent impersonation or spam. Agreement clause is a legal waiver; cancellations are arbitrary for security.
Implications: Multi-accounts risk permanent bans. Email enables recovery but could be doxxed (per 2.4). Fee makes it "serious business."
Example: Trying to register as "CrackLord" (impersonating a known hacker) gets rejected. Paying $33 and agreeing binds you — even if rules change later.

5. On Advertising

Cleaned Rule: 5.1. Advertising by forum participants with less than 1 month of registration is prohibited (exception: if agreed with the forum administration). 5.2. Deceptive endorsements in support of a vendor or service are prohibited. 5.3. Leaving feedback on services from members with fewer than 5 posts is forbidden. Such posts may be removed by moderators. 5.4. Uplifting (bumping) an advertising topic more than once a week is forbidden. 5.5. Advertising that violates the rules, including in signatures, avatars, user profiles, or other methods, is prohibited. 5.6. You may not run ads on behalf of someone else. 5.7. Unverified advertising, including ad hoc ads, may only be posted in "Unverified Advertising"! 5.8. Any forum member who places an ad topic may be subject to verification by the forum administration. 5.9. Selling software that is available for public use is prohibited. 5.10. Selling "methods" or "ways" to get easy money is prohibited. Remember: no one sells money for money.
Explanation: Ads are heavily regulated to prevent spam, scams, and low-quality posts. Newbies wait 1 month; fake reviews are banned. Bumping limits is to keep boards clean. Unverified goes to a quarantine section. Bans on free/public software or "get rich quick" schemes target worthless or illegal fluff.
Implications: Build post count first. Verification could involve proving legitimacy (e.g., samples). Violations hurt reputation fast.
Example: A 2-week user posts "Buy my CC dumps!" — deleted. Bumping your ad thread daily? Warned or banned. Selling a "free" keylogger? No-go.

6. On the Use of Personal Communications on the Forum, as Well as ICQ

Cleaned Rule: 6.1. Advertising services or goods in PM/Telegram/Jabber to forum participants is allowed. 6.2. Mass distribution to PM/Telegram/Jabber of forum participants is prohibited. 6.3. Spamming PM/Telegram/Jabber of forum participants is prohibited. 6.4. Unduly offending participants in PM/Telegram/Jabber is prohibited.
Explanation: Private chats (PM/Telegram/Jabber) are for legit outreach but not abuse. Mass spam or harassment is out to keep things civil.
Implications: Useful for deals, but overdo it and get reported. "Unduly offending" means no flames — keep it professional.
Example: PMing 50 users your service? Spam ban. Insulting a buyer in Telegram? Negative status.

7. About Posting

Cleaned Rule: [Long list from 7.1 to 7.24 covering off-topic, double-posting, quoting, language, links, insults, etc.]
Explanation: This is the bulk: posts must be on-topic, original, well-named, in proper language (no translit/Russian in English sections), and clean (no malware links, begging, trolling). No public deal-making ("PM me"), mediation, or sensitive topics (drugs, skimming without approval). Bumping limited; no reviving dead threads.
Implications: Encourages quality over quantity. Violations like double-posting waste mod time. Links to rivals/banks invite bans for security.
Example: Posting "Help with CC" in wrong section? Deleted. Linking a virus? Ban. Discussing drugs? Immediate removal.

8. Activities Related to Carding in the CIS

Cleaned Rule: 8.1. Prohibits direct CIS carding (banks, mobiles, dirty money, real shopping). 8.2. Permits indirect (e.g., non-CIS dumps, transfers out, certs, ATM cards). 8.3. List changeable without notice.
Explanation: CIS (former Soviet states) is off-limits for direct fraud to avoid local LE heat. Focus on international or peripheral activities. Flexible for future tweaks.
Implications: Keeps forum "safer" by geographic limits. Users must verify targets.
Example: Carding a Russian bank? Ban. Selling EU CCs usable in CIS? OK.

9. Responsibility for Violating the Rules

Cleaned Rule: Violations lead to: post removal, warnings, negative status, ban, account deletion, doxxing, other penalties.
Explanation: Tiered but escalating: minor = delete/warn; major = ban/dox. "Other" gives admins flexibility.
Implications: Repeat offenses compound. Doxxing is a severe deterrent.
Example: First off-topic post: removed. Repeated scams: RIPPER status + ban + info leak.

If this isn't the level of detail you meant (e.g., specifics on a section or the forum's background), let me know!
