Many do not have any money to invest in Fraud and are pretty much flat broke, but what one may have is a decent credit score. And really, that’s all you need. If you go on google and type in leveraging credit to cash flow, you’ll find a variety of legal options, but it's slow. There’s no such thing as infinite fast, safe, low effort money, but relatively, there are faster, safer, and scalable monies.
Basically, if you have a credit score over 700 and as few hard inquiries as possible, apply for a few credit cards. The key here is to lie through your fucking teeth about your income, because they don’t verify that shit whatsoever. You can get qualified for close to $15k on your first 3 credit cards while unemployed, which can be opened within like 2 months of each other.
Once you have a few grand in credit (ideally at least 5 gs, as close to 10 as possible), you’re ready to start making fast and easy money. First things first, make sure you have a personal paypal. You’ll use that to combine all your credit onto one payment method. Basically, send all the money on every credit card to someone you trust to send it back, and withdraw to a debit card. Now all your money is in one place to do a few big ass refunds, which is how you are going to get your fraud starting capital. See:

Start with a big amazon refund to get your feet wet. Then, set up any mail forwarding service in a different county, and hit a different company from the list in that post. Do that 2-3 times (don’t do it with less than $5k, it isn’t worth it, hence the credit part at the beginning). Usually when you refund, you want at least 50-60 cents on the dollar for the item when you resell it, though if you are willing to research, you'll find 80 cents on the dollar is the upper limit (for large single items usually). Essentially, if you amass 5k in credit, and do three big refunds ($5k each, $15k total) on the stores and in the manner described in the post linked above, you should have at least $8k in highly liquid inventory.
Where you go from here is up to you, I have a few other posts about what you can do once you have money to invest, and there is a ton of free info on dread to educate you. You obviously cannot refund under your own info forever, so this is only a starting point, not a career path. I do hope that those of you with no money found this useful.
P.S. If you have no credit score or history at all, apply for a secured credit card. Add it to paypal, and send like 25% of the balance to a friend you trust to send it right back. Withdraw to a debit card, and use it to pay off the debit card. Paypal charges a 3% fee, but this is the cheapest way to build your credit score fast. You’ll want about 6 months minimum of history before you apply for credit cards. This seems like a long time, but the good news is, if you don’t fuck up your secured card and just do what I described, your credit will have only positive history and you should be well above a 700 score. Then all you have to do is lie about your income when applying for CCs (also go to credit unions for higher immediate limits), and make a few grand refunding.
