If It's true is not possible in France to cash out ATM with French dumps because all the ATM use Chip and not magnetic strip ?
In what country can i cash out ? Is it possible in european country ?

99% of West europe ATM are equipped with EMV system on it .
EMV( Europay Mastercard Visa ) its system on ATM when read 201 card already know they have chip on it , so if u encode and try on ATM , the card was pulled out after u have entered Pin code and amount u wana take .

If you wana cash out ur French 201 card , you must go in country where ATM not read Chip . ( USA , Asia , south america .... )

Take care of suspicious ppl who offered cash out for you , ask Verifed ppl there who doing that for 40% of cash
