Deepfakes were targeted by the Russian authorities.
The Chairman of the State Duma Committee on Information Policy, Information Technologies and Communications, Alexander Khinshtein, said on January 23 at the plenary session of the chamber that Russia may introduce liability for unauthorized use of someone else's voice and image.
The reason for this was the discussion in the State Duma on January 23 of bills that tighten responsibility for personal data leaks. First Deputy Chairman of the Duma Committee on Science and Higher Education Oleg Smolin raised the problem of spreading deepfakes – fakes of someone else's voice and image using artificial intelligence technologies.
According to Smolin, deepfakes are actively used for fraudulent purposes, and it is difficult to distinguish them from real people. He suggested that when preparing bills for the second reading, introduce responsibility for the use of deepfakes for the purpose of fraud and discredit.
Alexander Khinshtein assured that this problem is already being worked out by deputies together with relevant departments. According to him, the relevant legislative initiative will be introduced by amendments to the basic law on personal data. The timing of its preparation is still unknown.
