Cardable sites (including gift cards) are found by using google search operators to target specifically weak processors that don't have many security measures.
"Stripe" and "Authorize.net" are particularly easy to card.

There are 400,000 "authorize.net" merchants that do not use VBV/MSC.
Take advantage of the gift-card sites you find, specifically looking for virtual visa gift cards may return optimal results.
