Khinshtein wants to equate them with telecom operators.
The head of the Duma Committee on Information Policy, Alexander Khinshtein, said that work is underway to prepare for the second reading of the draft law on amendments to the Federal Laws "On Communications" and "On the implementation of identification and (or) authentication of individuals". The main directions of the draft law have already been determined, although the final text has not yet been approved.
One of the key goals of the proposed changes is to strengthen control over the identification of communication subscribers. Currently, the law requires subscribers to confirm their personal data, otherwise operators are required to block their numbers. Nevertheless, according to the MP, the problem of the existence of "gray" SIM cards remains relevant and contributes to the growth of cybercrime, including phone fraud, terrorism and extremism.
Vasily Piskarev, one of the authors of the bill, said that after the conclusion of the contract, telecom operators will be required to transfer information about the subscriber for posting in his personal account on the Gosuslugi portal. The bill was passed in the first reading on June 19.
Khinshtein also drew attention to the data published by Roskomnadzor, according to which 256 citizens registered a total of more than a million SIM cards. It turns out that there are about 40 thousand sim cards per person.
In this regard, the MP emphasizes the need to tighten the regulation of the work of telecom operators in order to eliminate uncontrolled turnover of SIM cards and introduce liability for unscrupulous operators.
The deputies also proposed to introduce requirements for instant messengers similar to those already applied to telecom operators.
"Today, voice connections via messenger occur almost more often than via cellular communication. This means that the "rules of the game" should be the same for everyone," Khinshtein said.
Earlier, the Vedomosti publication, with reference to the amendments to the law "On Communications" developed by the Ministry of Digital Development, reported that to replenish the mobile phone balance in cash, you will now need to present your passport, and to purchase a SIM card, you will need to check your passport data in the database of the Ministry of Internal Affairs. According to the publication's source in the government, this initiative may be adopted before the end of the spring session on August 4. For each SIM card sold with violations, a fine of up to 10 thousand rubles is provided.
