there is no balance checker that can say how much there is inside specifically to the penny, but there are balance chekers which authorise a certain ammount to see if it hold (if it does then it is released and you get a idea of how much is inside e.g £850)...such checkers i said exist and there are vendors selling for 40wms

You need a merchant account to authorize payments, not just a software.

After authorization for a huge amount, the credit card holder will definitely get a call, and the card will be dead in minutes.
