Extradition is the extradition of a citizen from one state to another. Moreover, the person whose extradition is required by a certain state is not its citizen. Such an institution has been practiced for a long time in international relations between different countries.

For example, extradition to the United States implies that the state in whose territory the person who committed serious offenses is located must be arrested by authorized bodies and forcibly transferred to the state authorities of the United States for further legal proceedings under American law.

Extraordinary practice is at least several thousand years old. History remembers such cases even in ancient times in Egypt. A more modern practice of extradition dates back to around the 17th century, but became especially widespread in the 20th century and is still in effect today, due to the intensification of international terrorism.

To date, the United States has agreements on mutual extradition with more than 110 states around the world. However, over 75 countries remain exempt from this obligation.

Despite the fact that not all countries have concluded an agreement, this does not mean that America will not be able to achieve the extradition of criminals. Many countries, even those that have an extradition agreement, have an ambiguous view of its implementation. So, for example, it is not so easy to obtain extradition from the German side. There are countries that are very actively and with great zeal in a hurry to transfer fugitive criminals, these include:
  • Great Britain;
  • the Baltic countries;
  • Spain;
  • Countries of Latin America.

On extradition of Russians to American authorities
As statistics show, citizens of the Russian Federation are increasingly being requested by American law enforcement agencies and special services , therefore, compatriots, against whom there may be claims from the United States, it is better to refrain from traveling to countries in which extradition laws are in force.

This also applies to a number of other countries, since even if there are no agreements, the extradition can still take place. If, according to the laws of the country in which a citizen of Russia is, his actions are considered a crime, as well as under the laws of the United States, he can be transferred to the official services of the United States.

Of course, claims from America are usually substantial, this may be related to drug trafficking or arms trade. Nevertheless, there have been cases when the Russians were handed over for the smuggling of military equipment or devices, which, in principle, are freely available for sale.

A striking example is the case of Ustinov, which was demanded by the Americans for the smuggling of night vision devices. Although such devices can be purchased in online stores, nevertheless, such devices have instructions in small print that warn about the illegality of selling to foreigners, but most often people do not notice these warnings.

The decision to extradite gr. D. Ustinov's Russia was taken to the United States by a Lithuanian court.

As for the safe countries with which the extradition agreement does not apply. These are a number of former Soviet republics, including Russia itself, these include:
  • Ukraine;
  • Belarus;
  • Kazakhstan;

  • Moldova.
And also there are countries not from the ranks of the CIS:
  • UAE;
  • China;
  • Syria;
  • Some countries of the former Yugoslavia (in particular Croatia and Bosnia and Herzegovina);

  • Andorra;
  • Maldives and some other island states;
  • Vatican;
  • Cuba;
  • Butane;
  • North Korea.

How to avoid extradition to the United States?
Considering that the United States hunts people in almost all corners of the planet, many are interested in how to stay free and how to start acting? This applies to those who have already committed a crime, and extradition to the United States is now more than a real prospect.

The most important thing to do is to break completely with your old life : no bank transfers, in no case should you call your friends, relatives, or anyone at all. You also need to delete your accounts on the Internet, not to appear on social networks. In order for Interpol or other departments to be unable to identify, you need to get rid of your special signs, ideally, it is better to change your appearance.

Now you need to think about the countries where you can move to live. That is, these are the countries with which the institution of extradition does not work. To be sure not to be extradited, you need to make sure that the actions for which you can be extradited to the United States are not a crime in the territory of the country to which you are going to flee.

There are several other places to consider that you can move to if necessary. This is important because even if the extradition agreement is not signed, the US can legally get its way. It is better to provide for ways to move to other countries, which will be as safe as possible, and they will not conduct a detailed study of your biography and your belongings.
It is better to choose from among those countries in which you can integrate into the local culture and mix with the population. Further, it is worth considering that vigilance is from now on your only faithful companion. You should not relax at all, even if it seems that the danger has passed.

Also, you should not tell any of your new acquaintances anything about your previous life. This applies to business partners, friends, girls, etc. You should always have a bag with the most necessary things folded, in case you have to hastily leave your current habitat. And if doubts are just beginning to creep in, you need to hastily leave, having prepared several different ways of retreat in advance.

Remember, you can be extradited to the United States without even being a citizen of that country, so if necessary, leave the country in which you are currently located . You need to make sure that your bio is clean, you do not have unpaid fines, debts or delinquencies that will significantly complicate your border crossing. Also, do not contact any lawyers and other all kinds of specialists, since the special services have leverage over such specialists.

While there are a number of disagreements between the United States and Russia, this recommendation should not be neglected.

Exceptions to the rule
Despite the fact that an extradition agreement between the United States and Russia does not exist now, historically there was a document approved back in the 19th century, in which the United States had to extradite criminals from the Russian Empire who attempted to assassinate the Tsar and his family. This document has not been canceled for all the time. Nevertheless, when Russia demanded that the United States extradite a Russian citizen against whom a criminal case was initiated under a number of articles, the United States received a response that it was impossible to satisfy the request due to the lack of an appropriate agreement on extradition.

Even during the existence of the Soviet Union, the United States transferred in the 1980s several soldiers who served during the Second World War on the side of Nazi Germany, but were previously Soviet citizens from the Ukrainian and Estonian SSR.

The United States continues to deport Russian citizens with a criminal record today. In recent years, there have been about 10 such cases. Today, the Russian-American negotiations on the establishment of an extradition mechanism and the signing of a corresponding agreement continue to advance. However, this institution is still in the development stage, and how soon it will be ready to enter into force remains unknown.
