The total weight of the secret materials sold (about 200 documents) exceeded 30 kilograms. The salvage workers purchased such a valuable cargo at a bargain price of 0.8 yuan per kilogram, so Guo and Li's revenue was a measly 20 yuan and a little more (about $ 2.75).
Fortunately, pensioner Zhang's vigilance helped prevent serious consequences. Employees of the Ministry of State Security stopped the distribution of secret documents and applied appropriate measures to the perpetrators.
