According to WikiLeaks, Americans were actively engaged in stealing network information in Japan, including the Cabinet of Ministers.

The Chinese Ministry of Foreign Affairs (MFA) has said that the United States is trying to use certain countries in the region as tools to carry out cyber attacks on China. In a comment given in response to a journalist's question that, according to WikiLeaks, the United States was actively engaged in the theft of online information in Japan, including the Cabinet of ministers of this country, the Chinese Foreign Ministry said:

"Washington uses a variety of methods, including the media, to spread false information about 'Chinese hackers'. The United States lures and acts with threats against relevant states, especially neighboring countries with China, so that they agree to the combat deployment of American cyber forces."

"The United States has the most advanced equipment for carrying out hacker attacks, < ... > it can not only harm the network security of the respective states, but also, if they are not sufficiently aware, turn these countries into an advanced base and a springboard for attacks by the US government on China via the Internet," the Chinese Foreign Ministry added.

According to the Chinese Foreign Ministry, the United States seeks to use China's neighboring countries as its" fighting machine " to organize network attacks in order to damage Beijing's strategic security.

In the commentary of the Chinese foreign economic department, it says::

"We are opposed to the United States deploying its cyber forces in nearby countries. < ... > We hope that the international community, especially the States located in China's neighborhood, will make their own [independent] judgment on the true plans of the United States."
