Here is one of the ways to empty cards using the Chinese service alipay.

1. Download the memu emulator (Windows (https://www.memuplay.com/)), launch and install any VPN;
2. Download the alipay application (Google Play (https://play.google.com/store/apps/details?id=com.eg.android.AlipayGphone
3. We register alipay to a virtual number, upload documents and selfies (required for further withdrawal of funds);
4. Go to the Me -> Bank cards -> Add card section. We add a card, if the card is valid, then it will successfully bind to the profile, if not, then an error in Chinese will come out, if a fraud is caught, then an error in English will come out. Next, go to the alipay wallet, click top-up, enter the amount and drive in the card;
5. DONE!

You can do it by your own easily. Search on this forum, there are tutorials. If not, search an vendor of fake IDs. Many CCs seller are in contact with them.

I have tried many Android emulators but failed to run the ALIPAY APP successfully.
