can someone explain what enroll / re enroll is.

You need special BINs so you can have success because most banks notify banks when you enrol and that spoils the cc easily. I noticed when you talked about having lots of full cc...its only if fresh that it can work. PM me lets talk sometime.

Enrol is simply taking over account from owner and changing billing address and email and phone number on the credit card file
