can i cash out with a only a msr605x and blank cards using 101 ?

My question is recent i bought a msr605x that come with blank cards, the thing is if i buy cc info and use the track 1/2 and make a dump from that cc info, can i cash it out at atm? only with the magnetic strip ?? on older atms.
